Why is Business Continuity
Management important?
• Key element of the Civil Contingencies Act 2004
“Category 1 responders should maintain plans to ensure
that they can continue to perform their functions so far as
is reasonably practicable”
Plans should be maintained to ensure we can:
- Continue to exercise our emergency response
arrangements
- Continue to perform our ordinary functions

The strategy in Rotherham
Step 1. Business Continuity Management – An
initial Assessment
Is to be completed by
individual sections led by
the M3 Manager. This will
help you:
-Identify Risks and Hazards
that may be faced
-Help you Understand your
Business (Business Impact
Analysis)
The Initial Assessment includes:
The risk Analysis Table
Risks eg loss of staff, utilities, premises, supply chain
failure, loss of income
Likelihood of Occurrence
Impact or Consequence
Risk Rating
Strategy to Adopt eg ensure suppliers have BC plans
Any action to be taken in advance eg Staff training
The Initial Assessment Includes:
Business Impact Analysis
Function
Location
Justification for reinstatement
Acceptable level of service delivery during the disruption
Current Staffing level
Minimum office / equipment requirements during the
disruption
Key Roles / Alternative working arrangements
The Initial Assessment Includes:
Business Impact Analysis Cont:
Specific IT requirements eg Swift
Time Scale for reinstatement of service eg within 24
hours, 3 days, 30 days etc
Internal and External dependencies
Alternatives and how effective they would be
Cost implications
Impact of non reinstatement.
The Initial Assessment:
Information from the initial assessments
informs the Directors Business Continuity
Plan.

Step 2. Department Business Continuity Plan
is produced
• All involved are working from
the same document
• Pre planned model that is
easily transferable to a variety
of situations
• Avoids the headless chicken scenario
Department Business Continuity Plan
Director establishes Business Continuity Group and call
out arrangements
Critical / essential Services are identified
Support from less critical services is identified (no of staff
available)
Priority fuel users and those to receive flu vaccinations
are identified
During an incident all decisions made by the Department
Business Continuity group are logged.
