FAO-GEF Project:
Building global capacity to increase
transparency in the forestry sector

WHAT
This global project will strengthen the institutional
and technical capacities of developing countries to
collect, analyse and disseminate forest-related data.
The project will support countries in meeting the
Enhanced Transparency Framework (ETF)
requirements of the Paris Agreement and contribute
with information necessary to track progress made
in implementing and achieving the Nationally
Determined Contributions (NDCs).
WHO
The FAO will implement the project, through its
Global Forest Resources Assessment (FRA) and
National Forest Monitoring (NFM) teams, working
closely with national institutions.
HOW
By ensuring that relevant national institutions responsible for
forest-related data are able to report and respond to the
transparency requirements to improved institutional capacity;
By enhancing technical capacity of governmental counterparts in
pilot countries in reporting, accuracy and consistency of forest-
related data;
By increasing knowledge sharing among transparency
practitioners and experts.
IMPACT
The project will directly benefit 26 targeted countries and more
broadly some 187 countries and territories that are part of the
global network of National Correspondents forr the Global Forest
Resources Assessment.

UNFCCC, GFOI, UNEP, UNEP-DTU, UNDP, IPCC, NASA etc.
Main global results
Upgrading FAO’s Global Forest Resources Assessment (FRA 2020)
reporting platform.
Developing an e-learning course on transparency in the forest
sector (FAO e-learning Centre).
Organizing sub-regional and national workshops across Asia,
Africa and Latin America and the Caribbean to build countries’
and sub-regions’ capacities
Identifying and sharing case studies and best practices on
transparency in the forest sector
Developing a series of outreach ad communication materials to
raise awareness on the importance of data collection, analysis
and dissemination for transparency in the forest sector.
Pilot country results
1. Development of a Global Forest Field Observation Repository
(GFFOR) to assist in measurement and reporting efforts under
the ETF.
2. Technical capacity built at the regional/national level on
national forest monitoring systems for improved integration
and consistency with international reporting processes.
3. Roadmap developed to address key gaps and barriers related
to transparency in the forest sector
Planned activities
• Confirm interest in participating as a pilot country and provide
information on activities of the global project.
• Explore the use of institutional platforms of FAO (FRA reporting
platform, Food and Agriculture Microdata Catalogue, FAM)
under the GFFOR.
• Carry out an assessment of needs and gaps through a defined
process and methodology, using an excel tool based on the
Voluntary Guidelines on National Forest Monitoring (VGNFM)
• Define a roadmap to identify the key interventions.
• Design and implement capacity-building activities.

Why the interest in forest information?
• A comprehensive process that includes the collection, analysis
and dissemination of forest-related data and the derivation of
information and knowledge, at regular intervals to enable the
monitoring of change through time.
• It focuses on national data and information on forests and trees
outside forests, on their condition, value and uses.
• The information obtained supports forest-related decision-
making at the international, national and sub-national levels,
providing information that is timely, relevant and reliable (FAO
2014).

History
Voluntary Guidelines on National Forest Monitoring
• The Voluntary Guidelines on National Forest
Monitoring (VGNFM) were requested by
countries during the 21st session of the
Committee on Forestry (COFO), in September
2012.
• The VGNFM were endorsed during the 23rd
session of COFO in 2016.
• They were published in six languages in July
2017 (press release).

National Forest Monitoring System
• Comprises the people, institutions and the
resources that implement national forest
monitoring at the country level in
collaboration with other stakeholders.
• Generally, a NFMS is led by a governing body
responsible for its conceptualization,
planning and execution within a clear and
well-defined mandate, based on the
principles and elements introduced in the
VGNFM.
Terms and definitions
What is the goal of national forest monitoring?
To generate a reliable data and information base:
• To support the formulation, monitoring and adjustment of national
and sub-national level policies related to forests and forested
landscapes including, increasingly, development and on socio-
economic policies;
• To inform interested citizens and stakeholders (including forest
owners and dwellers, environmental NGOs, forest-based industries,
research organizations, academia, citizens etc) about the status
characteristics, services and development of national forest;
• To facilitate discussions and the development of agreements at the
international level and to submit regular reports in accordance with
international conventions and processes (UNFCCC, FRA etc.)
• To provide baseline data to enable the measurement of progress
towards sustainable forest management.

VGNFM
4.1. Mandate
The implementation of a NFMS requires a clear political mandate, which can only be
issued by a government body. Mandates also usually imply the definition of a vision, goals,
targets and available resources, including budget, personnel and infrastructure, among
others. In some cases legal regulations are also necessary, for example, to facilitate access
to private land to conduct field inventories.
The NFMS mandate shall include:
a. The scope, goals and targets of the NFMS which should be specific and measurable =
covering both the short and long term
b. A clear designation of responsibilities and functions for all entities involved in
achieving the objectives and targets of the NFMS, with normally a single principal
coordinating entity
c. If the NFMS is implemented in a decentralized manner, a principal entity can
harmonize, coordinate and maintain consistency between decentralized entities.
d. Explicit commitments to impartiality, freedom from undue influence or potential
conflicts of interest that may lead to biased/compromised results.
e. Specification of the means, including resources (human, financing, infrastructure etc)
for implementing the NFMS.
