This document proposes solutions to high youth unemployment in Europe by stopping the use of robots and replacing them with human workers. It suggests:
1. Teaching people new skills and improving employment services and education to help people find jobs.
2. Reducing the creation and use of robots by taxing companies that use robots and mandating they replace robot workers with humans.
3. Having governments directly create new jobs by paying peoples' salaries for the first year as an incentive for companies to hire more long-term.
