Due to open access, e- publishing,
automation, digitization, easy access
to internet and mobile technology,
changing educational patterns, the
demands of readers from libraries are
changing.
Slowly the number of users visiting
libraries in person is
decreasing.
Library website development
was initiated since 1990 and
since then libraries are
improving their websites and
started providing many web-
based services through their
website, blogs and web 2.0
tools and multimedia
technology.
Traditional library services have
transformed into web-based
services using web
technologies.

WWW offers libraries the potential for
more revolutionary change.
ICT, Internet, web and mobile
technologies have dramatically
impacted research and library world
in last few years.
In many developed countries
patrons as well as staff work
from home or on the web
with their flexible time table
and more virtual
communities are emerging in
library field.
To cope up with the change libraries
needs to change and adopt new
technologies and web –based services

Research Objectives
• To know the current status of library services of universities in the world
and India.
• To identify and analyze the web based library services, best practices
and technology used by them.
• To promote web presence and web-based services in Indian university
libraries.
• To correlate the rankings of the world and Indian university with their
library rankings.
• To compare the parameters of NAAC and other bodies of accreditation
and ranking and identify the areas to improve on in Indian libraries.
• To suggest the web-based services and best practices to be followed by
Indian university libraries to change their profiles into more modern
information centers with higher education potential.

Single Web Page Libraries Findings
There were few university libraries with single static web page and offering hardly
fewer introductory services like text information, service directory, collection
statistics, contact details etc. are separated in this section
It was found that from India, 12 university libraries had single web pages
through which they reach and interact with patrons. They offered very lesser
web-based services through that web page and do not provide much
details.

Limitations of the Study
The information available on the web, i.e. library websites, blogs, Google
and web 2.0 application accounts/logins of selected university libraries
only.
The services offered on intranet or within the campus not covered in this
research unless they provided their existence or information on their
library website or Google.
The study is limited to: web-based bibliographic services, web-based
patron education tools, patron communication tools and web-based
publishing platform for patrons.
Individual library staff’s social network account is not considered for this
study.
The services studied quantitatively, not qualitatively.

World: University rankings and university
library rankings show the Spearman
Correlation Coefficient 0.465 between
them (p=0.001) and therefore we can say
that better universities have better libraries
India: There were no correlation (p= .474)
between university rankings and library
rankings though NAAC has covered
different library services and facilities
under criteria IV.

 When we consider all web-based services offered by all
109 top world and Indian universities, it is observed that
the top Six world universities, according to ‘Webometric
Ranking of Universities’, i.e. Harvard University, Stanford
University, Cornell University, University of Michigan,
University of California Berkeley and University of
Cambridge are also topping in offering web-based
services. In the World the correlation is very high
 In India the top 6 positions are for resp. Jawaharlal
Nehru University, Tata Institute of Social Science,
University of Hyderabad, Maharishi Dayanand
University, Pondicherry University, and finally North
Eastern Hill University (6th position) in offering web-
based library services. This differs significantly from
their actual NAAC University rankings, so correlation is
low.

5.Conclusions and
Future Scope

Conclusion
An inventory of good number of 59 web-based services and 4+ best
practices offered by 109 various top world libraries created by the
researchers.
The findings show a correlation between university rankings and library
web-based services rankings at the international level but not at the
national level for many developing regions of the World..
This inventory will help and give inspiration to all other university
libraries who are looking to initiate and improve their websites and
web-based services. (Annexures)

• University libraries in developing countries should pay more attention to
their web-based library services, which can help them to increase their
web-presence and get better positions for their patron-universities in the
world ranking systems

Suggestions
It is suggested that if Indian university libraries will offer more various web-based
services including research and patron education, communication tools then Indian
universities will also get higher rankings than present rankings in the world ranking
system. Many world university ranking systems see the presence of university on the
web and Google scholar for their research output and libraries plays major role in
initiating open access publishing institutional repository and publications.
Indian Universities should give details of library automation, digital library, e-discovery
softwares, databases subscribed along with all other services on their website.
Also if the libraries are using web 2.0 platforms or social networks for providing
services then the account created should be on their university or library names.
Use of Educational Technologies, Flipped Classroom , Thinglink. Padlet, Screencast-
o- matic, Rubistar, Jeopardy game, Videonot.es, edShelf, Flubaroo, Audacity,
Vocaroo, Video ant, Voicethread, Ted-Ed, Google groups, Surveymonkey.
Libraries can add motivated and trained staff with knowledge of latest technology
.

Future Scope
New researcher has scope to study bibliographical and patron
education services in depth using login passwords and to visit
libraries personally and verify the off campus web-based services
A library plays a major role in this and therefore another scope
of study for new researchers is to study how these library web
based services can help to improve the rankings of universities
at global level.
One could envisage evaluating the services also in a qualitative
way, which requires a lot of efforts and careful elaboration of
criteria.
One can search courses offered for library professionals to
become web librarians.
