This document analyzes the command structure for operations in Afghanistan, noting multiple headquarters both in and out of theater. It argues that while theater commands have grown in capacity, out-of-theater commands have not matched this and often cause redundancy. The paper recommends actions for higher headquarters to better support theater commanders in line with the Capstone Concept for Joint Operations, which calls for unity of effort and complementary rather than additive effects between capabilities. Examining the NATO command structure in Afghanistan, the paper concludes by proposing recommendations to focus multiple echelons of command on providing true value added to the joint force.
