Outreach in simple words is:
“ To start where the beneficiary is,
outside the facility – inside the
community ”
• Outreach is an intervention or activity
conducted by community health workers,
health educators, health promoters out in the
community, face-to-face with individuals,
agency staff, leaders, educators, politicians
and the community
• Outreach is reaching out to people who are
not using any of the services provided by your
agency and informing and educating them
about your services.

• WHO 1989 :
Community health workers should be members
of the communities where they work, should be
selected by the communities, should be
answerable to the communities for their
activities, should be supported by the health
system but not necessarily a part of its
organization, and have shorter training than
professional workers.
• American Public Health Association:
CHW is a frontline public health worker who is a
trusted member of and/or has an unusually
close understanding of the community served.
This trusting relationship enables the CHW to
serve as a liaison between health/social services
and the community to facilitate access to
services and improve the quality and cultural
competence of service delivery.
