Localization and Contextualization
of Learning Resources
DERICK L. LABAGUIS
Why is there a need to localize and contextualize
the teaching-learning process?
Should there be a limitation on localization and
contextualization in teaching? Why?
Article XIV, Section 14 of the 1987 Philippine
Constitution states that “The State shall foster the
preservation, enrichment, and dynamic evolution of a
Filipino national culture based on the principle of unity
in diversity in a climate of free artistic and intellectual
expression.”
LEGAL BASES OF LOCALIZATION AND
CONTEXTUALIZATION
Article XIV, Section 5 states that “The State shall
take into account regional and sectoral needs and
conditions and shall encourage local planning in the
development of educational policies and programs.”
LEGAL BASES OF LOCALIZATION AND
CONTEXTUALIZATION
RA 10533 (Enhanced Basic Education Act of 2013)
Sec. 10, 10.2 – Implementing Rules and Regulations
(d) “The curriculum shall be contextualized and
global…”
(h) “The curriculum shall be flexible enough to enable
and allow schools to localize, indigenize, and enhance
based on their respective educational and social
contexts.”
LEGAL BASES OF LOCALIZATION AND
CONTEXTUALIZATION
RA 10533 (Enhanced Basic Education Act of 2013)
Sec. 10,10.3 – Production and Development of
Materials
“The production and development of locally produced
teaching and learning materials shall be encouraged.
The approval of these materials shall be developed by
the regional and division education unit in accordance
with national policies and standards.”
LEGAL BASES OF LOCALIZATION AND
CONTEXTUALIZATION
Contextualization
• It is the educational process of relating the
curriculum to a particular setting, situation, or area
of application to make the competencies relevant,
meaningful, and useful to all learners.
• It is the process of presenting lesson in meaningful
and relevant context based on previous experiences
and real-life situations.
Localization
• It refers to the process of relating learning content
specified in the curriculum to local information,
conditions, environment, and materials in the
learners’ community.
Students learned best when experiences in the
classroom have meanings and relevance in their lives.
Things students do and associated with them are the
learnings that last
1. Localization and contextualization can be done in all
the learning areas.
2. Localization maximizes the use of available
materials.
3. To contextualize, teachers must use authentic
materials and anchor teaching on the context of
learners’ lives.
Principles in Contextualization and Localization
4. Teachers should encourage students to pose
problems and issues and use strategies to address
these.
5. The localized or contextualized curriculum is based
on local needs and relevance for the learners; thus
allowing for its flexibility and creativity in the
lessons.
Principles in Contextualization and Localization
6. Teachers must build on what resources the school
have.
7. Teachers must accommodate and respect cultural,
linguistic, and racial diversity.
Principles in Contextualization and Localization
• Examples used in lessons start with those in the
locality.
• Names, situations, setting needed to give context to
test questions or problem-solving exercises are those
of the immediate community.
• Local materials are used as often as possible in
making instructional materials (plants, animals,
delicacies, etc.)
• Local stories are used in the language learning areas
(Si Pagong at si Matsing)
Examples of Contextualization
1. Be sensitive on the concepts to be included in the
learning tasks, especially objects that are related to
sensitive topics.
2. Contents should be appropriate to the age of the
learners.
3. Contents should be gender-sensitive.
Examples of Contextualization
Examples of Contextualization
Competency:
Visualize the ratio of two given numbers (M5NS-IIIh-22)
Localization:
Use easily observable examples of ratio in the community.
(Ex: 1 jeep, 4 wheels; 1 kariton, 2 wheels; 1 tricycle, 3 wheels)
Community activities or cultural practices that inherently use
the concept of ratio
(Ex: Bringing products to the market entails using a carabao
carrying sacks—1 carabao to x sacks)
Examples of Contextualization
Competency:
Identify star patterns that can be seen at particular times of the
years (S5FE-Ivi-j-1)
Localization:
Use the community’s name for prominent stars, if they have,
while retaining the use of the Greek constellations and its
background in discussing star patterns
Discuss the community’s own calendar of star patterns and its
background before discussing the Greek constellations
Examples of Contextualization
Competency:

years (S5FE-Ivi-j-1)
Localization:

Workshop
Choose one of the competencies in MELC from the Third
Quarter and create a localized activity about it. Construct your
own rubrics as your guide for grading the activity.
Thank you!
