3
Open Session Closure Conference, 16th February 2021
Businesses want information
About diseases
 better information about disease developments
 disease monitoring/surveillance lacking- requires significant national investment
 access to strains
About policies
 clear public policy goals
 clarity about disease control strategies in countries
4
Open Session Closure Conference, 16th February 2021
Businesses seek predictability
Basics of predictability
 stable markets: political, safety, financial, etc.
 public policies that support cooperation, joint planning, long-term approaches
 IP protection
In animal health authorities create predictable environments by:
 ensuring regulatory pathways
 creating workable regulatory routes
 harmonizing rules with leading global countries
 applying standards – OIE, FAO, Codex, etc.
 fighting counterfeits/low quality products that undermine confidence
5
Open Session Closure Conference, 16th February 2021
Businesses need accessibility
Practical needs
 efficient customs systems
 manageable ‘paperwork’
 availability of a cold chain
Political challenges
 often unique national requirements  inhibit import of products
 markets explicitly favor local companies  major disincentive
 slow acceptance of new technologies  problem in many countries
 OIE zoning and compartmentalization standards  limited observance
limited observance of

Return on investment
Companies consider their expected ROI using the indicators
Information, Predictability, Accessibility
AND
market size, diseases focus, product portfolio, future projections, etc.
AND
competing demands for their investment € $
 investments in companion animal side are increasing as compared to livestock
 for this to change, need similar levels of engagement/finance as seen in FMD
7
Open Session Closure Conference, 16th February 2021
New innovations offer opportunities
‘Traditional’ tools
 vaccines, antibiotics (and alternatives), parasiticides, biosafety, etc.
 evolutions in existing tools (RNA vaccines, new parasiticides, nutritional
products, etc.)
Innovations
 moving fast: advanced diagnostics, herd management tools,
digital traceability tools, artificial intelligence, big data,
delivery mechanisms, tagging, etc.
 developed economies using these tools
 requires openness from authorities/farmers
 offer real advantages in developing countries
8
Open Session Closure Conference, 16th February 2021
Working together to address FAST diseases
 animal health companies recognize duty to contribute to Disease Control
 …commercial product margins are not necessarily needed…..
 …but if there is a combination of poor margins, unpredictability, irregularity,
unreasonable demands, instability, etc. making investments is challenging
 FAO, OIE, national governments can and do improve conditions to invest
 AH companies open to working together under the right conditions
 multitude of disease control strategies possible - whether private, public, mixed
 PPPs are the current “buzz concept”, but the market system has worked perfectly
well in many countries, and diseases like FMD have been controlled…
 all of us in animal health need to better “package” the value of disease control,
with more convincing political communications for more attention/funding, using
arguments like sustainability, nutrition, threats to human health…
