This document presents a decision support system to select the optimal soft clay improvement technique for highway construction projects. It integrates value engineering and the analytical hierarchy process to evaluate four techniques: soil replacement, pre-loading, vertical drains, and embankments on piles. Eight evaluation criteria are considered: cost, construction duration, constructability, sustainability, environmental impact, risk impact and safety, technology impact, and infrastructure conflict. The system was verified using four case studies in northern Egypt and correctly identified the optimal technique for three cases.
