This paper presents a decision support system (DSS) that integrates value engineering (VE) and analytical hierarchy process (AHP) to optimize soft clay improvement techniques in highway construction. The DSS evaluates multiple improvement alternatives, including soil replacement, pre-loading, vertical drains, and embankments on piles, considering factors like cost and environmental impact. Validation through four case studies in northern Egypt shows that the system effectively predicts the best technique in three out of four instances.
