This document discusses automating the administrative boundary design process using hierarchical spatial reasoning theory and GIS. It outlines how hierarchical spatial reasoning can be applied to administrative polygons design in GIS by developing algorithms to transform flat boundary structures into hierarchical ones according to specific rules and constraints.
