The 1st meeting of the Developmental Committee of the Tourism Corporation Khyber Pakhtunkhwa (TCKP) was held to discuss the corporation's annual development program (ADP) projects. The assistant chief of tourism presented 12 ADP projects to the committee. The managing director of TCKP suggested merging some projects and continuing others to promote tourism development across all districts of the province. A member of the board of directors recommended streamlining projects, involving the private sector and local communities, and retaining bank guarantees when leasing TCKP properties. The meeting concluded by noting that the ADP is managed separately from the board but that the corporation's development agenda should continue to be funded to promote entrepreneurship in tourism

- 1. DRAFT OF MINUTES OF THE 1ST MEETING OF DEVELOPMENTAL COMMITTEE OF TCKP In pursuance to the decisions of 21st meeting of the Board of Director, Tourism Corporation Khyber Pakhtunkhwa (TCKP), held under the chairmanship of Chief Minister, Khyber Pakhtunkhwa, on 01/02/2017, the ‘Developmental Committee’ for TCKP was constituted(F/B). The 1st meeting of the Developmental Committee of TCKP was held on 17/02/2017, the following attended the meeting: i. Mr. Mushtaq Ahmad, Managing Director, TCKP. ii. Mr. Sohail Hashmi, Member TCKP BoDs. iii. Mr. Shoaib Gillani, Assistant Chief (Tourism), P&D, Deptt: iv. Mr. Hayat Ali, Senior General Manager. TCKP. v. Mr. Mushtaq, Section Officer(Dev-II), Finance Deptt:(on special invitation) 2. The MD, TCKP welcomed the participants and informed that Tourism Corporation Khyber Pakhtunkhwa was established in 1991, under the Companies Ordinance 1984, as Public Limited Company. Mega tourism promotional & developmental activities of the Corporation are funded through ADP, whereas, minor activities are carried out from TCKP own source. 3. Thereafter, the Managing Director invited the Assistant Chief (Tourism), P&D to brief the meeting regarding TCKP's ADP projects. The MD, TCKP informed the meeting as under : i. Scheme namely Engineering Wing and Capacity building of Tourism Services Wing serve the Directorates of the Department including TCKP. ii. The Schemes namely ‘Tourist facilities at Gollain Gole, Broghal (Chitral) Merajani & Dagri (Abbottabad) and Beergali (Swabi) Kumrat (Dir Upper)’ may be merged with ‘Tourism Area Integrated Development Project’. iii. Scheme namely ‘Tourism Development Activities in Khyber Pakhtunkhwa’ and ‘Tourism Area Integrated Development Project’ may be continued to reach all the Tehsils of the Province entrepreneurship at the grass root level.
- 2. 5. DISCUSSION The member BoD TCKP Mr. Sohail Hashmi observed that the development schemes may be streamlined. The festivals and all activities be planned with clear time- lines. Each scheme may be planned in a manner that it covers 2-3 years phase-wise, which should overlap the next phase to ensure continuity. Roads inside the project area, roadside facilities and other measures to make each part of the province presentable be undertaken keeping in view the return on investment and operationalized through the private sector. While local produce, local business promotion and involvement of local private sector be considered in its operationalization. Brainstorming at grass root level, tehsil, district and provincial level be considered. Where possible proper pre-feasibilities indicating payback period, turn in ratio Green bottom lines, be devised keeping in view if this happens what would be the needed action and if that happens what would be the action. In all schemes the participation of local communities their selling and local produce shall be accommodated. Where ever possible the locals communities should be convinced for offering of their guest rooms to tourists. It may be explored in Karachi and Lahore to open up facilitations centers or allowing the private sector to represent TCKP for bringing tourists to the touristic sites of the province. The member BoDs emphasized that Bank guarantees from the private sector be also retained to avoid litigation, while leasing out properties. The determination of a bench mark amount of leasing be also taken into consideration and a viable mechanism for determining lease amount be worked out for better results. 6. SUMMING-UP The Annual Development programme is managed outside the purview of BoDs TCKP. The Development Programme has its own system in the Provincial Government for approval, releases and allocations managed by the administrative Department in consultation with P&D and Finance Department. The proposed budget for development and proposed calendar of events have been shared with Board of Directors in its meeting. The corporation development agenda may be persistently funded to create conducive environment for propagation of entrepreneurship in the tourism sector.
