Drupal 8 will address configuration management issues by storing settings in code and using UUIDs. It will improve the API by refactoring the Entity and validation APIs. Services will be added to core along with a unified plugins system. Contexts will be added to core to provide request information. The routing system will be updated and REST resources can return different content types like JSON.
