Dulles Corridor Metrorail Project 23-mile new Metrorail line branching off the Orange Line after East Falls Church 11 new stations 5 in Phase 1  6 in Phase 2 Phase 1: East Falls Church to Wiehle Avenue in Reston Phase 2: Wiehle Avenue through Dulles International Airport to Ashburn   Seamless integration with current 106-mile Metrorail system
Dulles Corridor Metrorail Project
Dulles Corridor Metrorail Project The corridor is composed of four major centers: Tysons Corner 37 million sf of office, commercial and retail space 2 nd  only to Washington DC Major revitalization currently being planned Reston Planned Community of 60,000 residents and 50,000 jobs Dulles Airport About 25 million annual enplanements Projected to double by 2025 $4 billion of improvements nearing completion Loudoun County One of the fastest growing counties in the nation Population and employment expected to double in next 10 years
Dulles Corridor Metrorail Project Recommended a Vision for Tysons Corner to the Board of Supervisors in September 2008, under review by the Planning Commission: -  Increasing current development to as much as 150 million sf Higher densities near rail stations and within transportation corridors Altering the mix of uses to expand residential and public facilities Examination of transportation system beyond rail to accommodate future growth  “ Grid of Streets’‘ ‘ Complete’ Streets with pedestrian-friendly streetscapes Bus circulation service Tysons Transportation and Land Use Committee

Dulles Corridor Metrorail Project Phase 2 Project continuation from Wiehle Ave thru Dulles International Airport and into Loudoun County Three stations in Fairfax County:  Reston Parkway, Herndon-Monroe, Rte 28 Key milestones: Preliminary Engineering: late 2009 thru mid 2011 Selection of design/build contractor:  late 2011 Construction: 2011 – 2016 Substantial completion:  mid to late 2016 Passenger service:  late 2016 – early 2017
Dulles Corridor Metrorail Project Reston Parkway Station West of the intersection of the DIAAH/DTR and Reston Parkway -  At Grade in the median of the DIAAH - Station entry on both sides of Dulles Toll Road with  pedestrian bridge crossing DTR and DIAAH Bus bays and kiss& ride lots Walking distance to Reston Town Center
Dulles Corridor Metrorail Project Herndon-Monroe Station At the intersection of the DIAAH/DTR and existing Herndon-Monroe Street parking garage - Station entry from both sides of the DTR/DIAAH  - Pedestrian bridges crossing DTR/DIAAH - Bus bays, kiss & ride, and parking on from Sunrise Valley Dr. (south side)  - Parking expansion for up to 3,500 cars
Dulles Corridor Metrorail Project Route 28 Station East of the intersection of the DIAAH/DTR and Route 28 - Station entry from both sides of DIAAH/DTR  - Pedestrian bridges crossing DIAAH/DTR - Bus bays and kiss & ride (both entrances)  - Parking for 2,000 cars (south side)  Center for Innovative Technology  - Landowners on both sides proposing TOD  developments that incorporate station facilities
Dulles Corridor Metrorail Project Project Cost Phase I Construction Cost - $2.64 b  Phase II Construction Cost - $2.6 b  (preliminary estimate) Total Project Funding Shares FTA Federal Funding – 18%  (assumes no federal funding for phase 2) Fairfax County – 16.1% Loudoun County – 4.8% MWAA – 4.1%  (internally generated revenue) Dulles Toll Road Revenue – 57% Source of Fairfax County Funding Phase 1 Special Transportation Tax District - $400 million Phase 2 Special Transportation Tax District being pursued with landowners  Other funding as may be necessary
Dulles Corridor Metrorail Project Project Impacts and Benefits Rail construction a boost to region’s economics 2009 impacts: 1,100 jobs $500 million economic impact Total economic impact approaching $10 billion over 10 years of design and construction Construction jobs filled primarily from local labor market Enhances regional mobility and accessibility to and within Tysons Corner and the Dulles corridor 50% capacity increase in the person carrying capacity of the Dulles Corridor 60,000 daily rail person trips for Phase 1 100,000 daily rail person trips Phase 1 and Phase 2
Dulles Corridor Metrorail Project Project Impacts and Benefits   (continued)   Allows Tysons Corner to achieve its full economic potential   Creates development opportunities at all stations Allows Tysons Corner to achieve an employment market base of 200,00 jobs Provides Tysons Corner to attract a resident population of 80,000 people Reduces the region’s reliance on the automobile as the single mode of  access Tysons Corner and the Dulles Corridor Creates a sustainable tax base of 3x current values Improves the region’s quality of life Improves air quality Reduces cost of travel and travel time Provides a Metrorail connection to Dulles International Airport from all points in the region
