Organized three training courses for 120 participants in Dung Quat Economic Zone and Hiep Phuoc Industrial Park. 2014-2015 Organized 6 forums for 731 students. Organized two training courses for 120 participants from 80 enterprises in Nam Cam and Dien Nam – Dien Ngoc Industrial Park. Compiled and published 2 publications. On 27/10/16, DRM Trainer’s Club was established with 23 participants. 2015-2016 Training needs assessment in four provinces in Northern Vietnam. Developed online courses for trainers and for business. Strengthening Capacity on Disaster Preparedness and Response for Vietnamese businesses “Strengthening Public-Private Partnerships for Disaster Risk Management and Community Resilience in Vietnam” is the first project in Vietnam engaging the business community. In order to achieve initial results, the project has spent 5 years of implementating many training activities, which has brought positive results to the business community nationwide. e-Newsletter| Vol 3 2
- 3. 2.807 lượt xem The Number of enterprises trained by the project on DRM: Objectives of the training course: Participants learn basic knowledge and skills to plan for a response to disaster and climate change; develop a number of planning tem- plates for trained enterprises as a basis for further development and improvement after the training. To date, the project has organized 129 courses for 3,780 participants from 2,630 enterprises/ companies in the northern, central, and southern provinces. Each training course lasted for 2 days with the following contents: What is DRM? DRM Process, Exercise to plan for disaster response in emergencies, and disaster drills plan. The content consists of two parts - Part I: Concepts and basic information on disaster risk management and climate change in enterprises; Part II: Formulate disaster preparedness and response plans. To learn all the content of the online course, participants should spend at least 2 hours (part I in 30 minutes and part II in about 1.5 hours). Duration of the training course is one day with the content including 2 parts: Part I: Introduction to disaster preparedness and response planning; Part II: Formulate disaster preparedness and response plans. For details please see: https://goo.gl/8Kx6KK DRM trainers club for enterprises “Maintaining the club activities is an initiative to connect the SME community in Vietnam, raising their awareness on climate change, and active vision in DRM in SMEs” For five years (2011-2016), the Asia Foundation in collaboration with the Vietnam Chamber of Commerce and Industry (VCCI), the Center for Education and Development (CED), and the Center for Small and Medium Enterprise Develop- ment Support Center 2 (SMEDEC2), has implemented five phases under the project: “Strengthening Public-Private Partnerships for Disaster Risk Management and Community Resilience in Vietnam.” The phases are to maintain and sustainably develop the project, to create an environment, and to support trainers to organize training courses on strengthening DRM for SMEs in Vietnam. SMEDEC2 organized the DRM Trainers Club for SMEs. The club’s activities aim to connect and assist individuals, businesses, and organizations in approach- ing information on active DRM for SMEs in Vietnam. Up to now, the project has trained 114 trainers, with the DRM Trainers Club being established on 27/10/2016 with 23 participants so far. - 4. Trainer’s corner “There is an increasing necessity for professional trainers and consultants on disaster risk management and climate change for businesses. Since 2011, the project has trained thousands of participants and trainers, but many trainers do not have the opportunity to practice and improve their capacity. Should it be time to think about a course on di- saster risk management and climate change for businesses”? (Mr. Nguyen Dien, Deputy Director of VCCI Da Nang) “It should be included in the university curriculum as a part of business risk Management in MBA courses. For trainers in the field of disaster risk management and climate change adaptation, the first thing is to help participants become aware of the importance of disas- ter risk management and take actions to manage disaster risks.” (Nguyen Thai Thuy Hoa, Head of Training Division SMEDEC 2). “The classroom atmosphere is very exciting. This is a great effort from both the trainers and the participants. The necessity of including DRM in business into university educa- tion is becoming obvious. There should be more training courses like DRM in SMEs so that trainers have more tools to quickly bring this issue into the curriculum.” (Tran Dang Nhan, Lecturer, Da Nang University of Economics). “The students were very interested and had positive responses during the course. They expressed strong interest in the program, especially the clips of the project that we have or developed by ourselves in Ho Chi Minh City of SMEDEC 2. This shows that these images have a great impact on the concerns about climate change and disaster response in the coming times of Vietnamese enterprises.” (Nguyen Truong Son, Senior Lecturer, ILO). “If there is a course on disaster risk management as part of business risk management to meet the demand of the labor market that would be great. Currently, the Department of Cli- mate Change and Sustainable Development under the University of Natural Resources and Environment has strived to diversify training programs, encourage students to study two degrees at a time, to equip students with technical and professional skills, and to be able to work in the fields that they have been trained. Training on climate change adaptation and green growth is taking precedence over disaster risk response but in the near future, the university will integrate more activities to improve student skills. Meanwhile, many ac- tivities will be organized to connect students to businesses.” (Dr. Tong Thi My Thi - Lecturer in Department of Climate Change and Sustainable Development , University of Natural Resources and Environment) “As a trainer, I am very happy with the training materials that the project has developed. I think the training materials are of good quality and clarity. - 5. Company’s Corner “I am very supportive of student-centered learning and teaching. I myself have participated in various courses and exams, but I feel that this course made the learners more active. The way the course was organized, taught and practiced was great, practical, and close to the theory. The program provided specific in- structions on how to implement and practice DRM.” (Tran Ngoc Hoang - Head of Central Hydropower Joint Stock Company, Da Nang). “The content of the lessons is useful and beneficial to the business. In Khanh Hoa, disaster risk management in enterprises is still vague. If a disaster hap- pens, there is no plan or ability to coordinate with different parties to solve the incident. After the course, companies have a better understanding of these risks” (Nguyen Thi Bich Hai - Director of Khanh Hoa Garment Joint Stock Company). During the course, I highly appreciated the DRM process. If I had not learned this, I would not have been able to comprehend it. The training program provided us with useful insights such as how to identify strengths, weak- nesses and calculate vulnerability index using the formula Disaster Risk = Hazard x Vulnerability/Capacity. In addition, we were also instructed to de- velop a list of hotlines of supporting relevant organizations.” (Mr. Le Dinh Tuyen - Thien Phu Co., Nghe An). “The training helped me realize that DRM is for the whole business and not only for the business owner. In the past, I thought flood prevention and preparedness was the leader’s task and so I had to worry about it myself. However, after the training, I changed the view that this is the responsibility of the whole business, I cannot do it alone and it is also inefficient doing so. The training also provided useful knowledge such as how companies can recognize disaster risks or how to prevent and prepare for the risk, what to do during the disaster and after that.” (Nguyen Van Thao, Director of Viet My Co. When this subject is included in the curriculum, it should be a practical, ex- periential, and realisitc course rather than just another conventional and theoretical subject.” (Lê Thị Tiên Chi) “I have been aware of environmental issues from watching television, but have never attended a seminar with speakers who have such en- gaging talks and I learned so much today. Climate change is mentioned in the Environmental Economics subject, but the knowledge is not continuous throughout the semester. I think this subject should be or- ganized in constant seminars to provide more knowledge for students.” (Nguyễn Thị Ly Na). “Climate change is a hot topic not only in Vietnam but globally, not only for the insiders but also for the community. Project News/News in brief On 15/12/2016, VCCI, in association with The Asia Foun- dation (TAF), organized the forum “Vietnam Enterprises with Disasters and Climate Change - Opportunities and Challenges for Enterprises” with the participation of 80 delegates from businesses, social organizations and uni- versities across the country. On the afternoon of 15/12/2016, there was a discussion “Get expert opinion on the White Paper outline for Viet- namese SMEs response to natural disasters and climate change.” Many experts from Danang Department of Natural Resources and Environment, civil society or- ganizations, national insurance companies and business associa- tions in Danang contributed their ideas to the discussion. For details see: https: // goo.gl/91TRTi SMEDEC 2 On 23/12/2016, the Disaster Risk Management Trainer Club (DRMT Club) was convened for the first time with the participation of 15 lecturers from universities and Training centers. For de- tails see: https: // goo.gl/Avhq7u In November 2016, CED, in cooperation with the Management Board of Southeastern Nghe An Eco- nomic Zone, supported 4 enterprises in Nam Cam Industrial Zone to complete the Disaster Prevention and Preparedness plan. In December 2016, CED, in cooperation with the Management Board of Quang Nam Industrial Parks, supported 8 enterprises in Dien Nam - Dien Ngoc in- dustrial zone to review, supplement and complete 8 copies of the Disaster Prevention and Preparedness plan. From November to December 2016: developed the framework and structure of the English website, translated project documents into English for the content on http://readyasia.com/ 26-27/11/2016: attended and contributed to the workshop “Disaster Risk Insurance for Small and Me- dium Enterprises in Vietnam”. The objective of the workshop was to collect opinions about supporting SMEs on disaster risk insurance and promoting SMEs support activities in Vietnam. Attending the workshop, Mr. Tran Hai Nguyen, Risk Management Officer - Vietnam Insurance Corporation (VINARE) said: “Insurance is a good fi- nancial instrument helping to man- age risks for the enterprise itself”. “Disaster risk insurance for busi- nesses in Vietnam is generally underdeveloped, and the level of awareness and purchase of this insurance is not high. In reality, for long-term sustainable development, insurance is a very necessary and a useful risk manage- ment channel for businesses. Citizens, governments, and businesses need to better understand the nature of insur- ance as a good financial instrument for managing risk.” § § § Upcoming activities VCCI Tentatively on 02/03/2017: a discussion to collect com- ments for the White Paper with it being completed at the end of March. SMEDEC 2 Expected in February 2017: the 3rd DRM Trainer Club meeting at SMEDEC2 office and the 3rd and 4th student workshop on DRM and and climate change. By the end of February 2017: develop and broadcast 30-second short films on disaster management, and by the end of March 2017, organize the Mekong River Delta workshop for roughly 150 participants. CED: By the end of February 2017: a meeting to collect ideas for the draft guidelines on DRM for Industrial Zones, Export Processing Zones, and Economic Zones. Furthermore, it is expected that at the end of March 2017, documents will be added according to collected comments, to finalize and publish guideline in April 2017.
