National Project VÚDPaP 
Comprehensive guidance system for prevention 
and influencing of socio-pathological phenomena in 
the school environment 
17/01/2013 – 31/10/2015 
Modern education for knowledgable society/Project is co-financed from the resources of the European union.
Specific goal of the NP 
 To support social iclusion of people with special 
edicational needs (ŠVVP) through enabling them to 
access to development of skills needed in the labour 
market and to support further education of people 
working in the integration to society area of the people 
with special educational needs.
Goals of the project 
 Streamlining the system of educational counseling and prevention 
("VPAP") 
 Counseling support of education and specialist preparation for 
primary school pupils with special educational needs („ŠVVP“) 
to ensure their social integration / inclusion and success in the labor 
market 
 Managing socio-pathological phenomena among students, 
counseling assistance for their social integration, support of 
learning-professional interests, adequate educational aspirations 
and effective preparation of students preparing to enter the labor 
market 
 Support of further education of people employed in the system of 
educational counselig and prevention 
 Inovation of counseling methods, methodologies and tests
Main outcomes of the project 
 Improving the effectiveness of the system of educational counseling and prevention through 
systemic measures: 
 Modernization of its material and technical equipment, supplementing methodologies, methodological 
tools, new professional resources, equipping expert libraries of schools and school facilities, through 
creating a portal of VÚDPaP for the VPaP system 
 Innovation and development of new methodological tools, processes, adaptation of international 
methodologies; digitization of diagnostic processes, e-versions of the methodologies; VÚDPaP portal for 
the VPaP system 
 Promoting professional counseling services of the VPAP system among parents and the general public 
 Improving interdisciplinary cooperation in the VPAP system, also between individual counseling facilities, 
among CPPPaP, CŠPP and educational counselors in schools 
 Improving awareness of pupils with special educational needs and their parents about the world of work, 
the possibilities of vocational education and training, of professional opportunities in the labor market 
 Proposals to improve the status of educational counselors, their working conditions in schools, streamlining 
management system in the VPAP system, using the outputs of the process analysis of the system VPAP
Target groups 
 Pupils from primary schools with special educational needs (ŠVVP) 
(in total 13000 pupils) 
 Pedagogical staff (1300 educational counselors) 
 Expert staff (300 psychologists, 300 special pedagogs) 
 Parents (500) 
 Employees of state and local governments working with persons 
with ŠVVP

Main activities of the NP 
1.1 Inovation of processes of the comprehensive 
diagnostics system VPaP for pupils with special 
educational needs

system for pupils with special educational needs 
in order to enhance their employability
Activity 1.1: Inovation of processes of the comprehensive 
diagnostics system VPaP for pupils with special 
educational needs 
 1.1.1 Material – technical provision – new diagnostic tools, 
methodologies, ICT 
 1.1.2 Screening analyses of the occurance of problem students 
(who according to teacher‘s assesment require professional care 
of the VPaP system) 
 1.1.3 Standardization of psycho-diagnostic methodologies, tests 
 1.1.4 Process analysis of activities of the VPaP system
Activity 1.2: Education of teaching and professional staff of the 
educational counseling and prevention system 
 1.2.1 Preparatory activities for education of teaching and professional 
staff of the educational counseling and prevention system 
 1.2.2 Developing the curriculum for teaching and professional staff of 
educational counseling and prevention system 
 1.2.3 Realization of educational activities for professional and teaching 
staff of educational counseling and prevention system 
 Instructional courses 
 Social-psychological trainings

 Activities of international cooperation – mobility
Activity 1.3: Inovation of counseling methods in the VPaP system 
for pupils with special educational needs in order to enhance 
their employability 
 1.3.1 Methodological innovation of psychological counseling in 
working with students with learning and behavior disorders and pupils 
with talent and in guiding their career decision making 
 1.3.2 Special-pedagogical counseling in guiding career decisions of 
primary school students with health disabilities and students from 
socially disadvantaged backgrounds 
 1.3.3 Educational-counseling guidance of career decisions to primary 
school pupils by educational advisers 
 1.3.4. Expert dissemination of the diagnosis issue, counseling and 
prevention of learning, behavioral and social pathology difficulties 
(including prevention of unemployment)
Benefits of the NP for primary 
schools 
 Primary schools will be involved in the new strategy guidance system in Slovakia aimed at 
eliminating socio-pathological phenomena in the school environment and prospective 
applicability of primary school students in the labor market 
 The primary school will be IT networked through a data repository with 1,300 participating 
primary schools in Slovakia and 82 counseling facilities CPPPaP and CŠPP 
 Primary school gains online access to the data storage of NP with access to modern diagnostic 
tools and methodologies aimed at career counseling for students with special educational 
needs and the latest information from the counseling system in Slovakia 
 Primary school will have, through school counselors in collaboration with psychologists and 
special educators, secured systematic solution of the issue of pupils with special educational 
needs. 
 The professional counseling competence of school counselors will increase 
 The offer of technical cooperation through the NP remunerated in form of agreement regarding 
work performed (innovating new methodologies, reviews’ assessments, teaching activities, 
etc.)
Examples of methodological tools for all target 
groups of the NP 
 COMDI - a computer program for diagnosing study - professional 
perspectives of primary school pupils - in our conditions the only method 
(program), that diagnoses the competences of the pupil (the client) and can 
compare them with the requirements of professions 
 Test measurement of technical talent - a test for the detection of scientific 
and technical interests of primary school pupils 
 Test Learning styles of students - a methodology to identify what form of 
learning student prefers, i.e. under what conditions are they best focused on 
studies, what environment is preferred when learning new or difficult 
information 
 Test the technical and practical understanding - an appropriate test 
when searching for technical talents, who need maximum support of their 
orientation towards technical direction

CAREER COUNSELING 
the core theme of the National Project 
 Career counseling - a tool for social inclusion 
 Streamlining the preparation of pupils with special educational 
needs for the labor market - increase their employability; 
prevention of unemployment in adulthood, especially against long-term 
 Our aim is to improve the preparation of students for the labor 
market via modernization / innovation of methods, procedures 
used in career counseling 
 diagnostic methods, tests (methodological tools) 
 counseling methods, procedures, programs 
 sources of information about the world of work, the labor market
Innovation of the National Project 
 Innovation of the methodological tools has a dominant importance in the 
project (e-versions of tests, methodologies, re-standardization of the 
diagnostic tools, continuous updating of standards, data collection through 
the portal) 
 The introduction of ICT and digital data storage is a turning factor in the 
development of career counseling system, it allows the processing of 
system of information about occupations and provides the possibility of 
matching the requirements of the world of work with the competences, with 
personality qualities of the individual 
 Addition of specific methods for career counseling, that will allow to 
compare the individual's personality qualities with the requirements of 
professions - in the project, we want to pilot verify the use of the COMDI 
instrument

CAREER COUNSELING the core theme of the National Project  Career counseling - a tool for social inclusion  Streamlining the preparation of pupils with special educational needs for the labor market - increase their employability; prevention of unemployment in adulthood, especially against long-term  Our aim is to improve the preparation of students for the labor market via modernization / innovation of methods, procedures used in career counseling  diagnostic methods, tests (methodological tools)  counseling methods, procedures, programs  sources of information about the world of work, the labor market

Innovation of the National Project  Innovation of the methodological tools has a dominant importance in the project (e-versions of tests, methodologies, re-standardization of the diagnostic tools, continuous updating of standards, data collection through the portal)  The introduction of ICT and digital data storage is a turning factor in the development of career counseling system, it allows the processing of system of information about occupations and provides the possibility of matching the requirements of the world of work with the competences, with personality qualities of the individual  Addition of specific methods for career counseling, that will allow to compare the individual's personality qualities with the requirements of professions - in the project, we want to pilot verify the use of the COMDI instrument
