Training Content Details

Introduction:

       Most if not all government agencies have, in one way or another, planned and implemented ICT based development projects, which
may be small, medium or large in scale.

         ICT Projects are part of the bigger operational environment of the agency which embraced the aligned use of technology in service and
business delivery improvement. They relate technology use initiatives to programs as well as to the goals, objectives and budget allocation of
an organization. Once the ICT projects are completed, they could become part of the mainstream operations of the organization. In this sense,
the outcomes of ICT project are destined to contribute to the performance expectations and mandate realization of the organization. For this
reason, an overarching framework and a methodology that put in context the existence and implementation of ICT projects are essential.
Different kinds of framework, methodology, standards, and tools that underpin the process and deliverables of projects will be discussed in
this training.

        No need to re-invent the wheel. There is much to learn and to improve from the body of knowledge and repository of documented
practices, and from openly shared best practice templates. There is no excuse for not making technology support the process delivery of
project management. Business ready open standard software is freely available to meet the core service requirement of the project
management office in all organization.

        Managing ICT projects is challenging. Project managers need to be concerned about all aspects of project justification, planning,
capacity building, solution implementation, and delivery support. It covers goal setting, organization, resource and cost management, and
handing over the project outputs and deliverables to the project owners. The tasks of project managers become more complex when ICT
projects are implemented within the government regulatory and cultural constraints. Governments have overarching development goals and
government agencies have their own plans to address their service delivery goals and mandates. In addition, different stakeholders of ICT
projects and programs, including the critical public, tend to have high expectations. The training modules focus on mindsets, methodology,
thinking tools, and software to direct ICT projects.

        The unique challenges of building the project case, planning the execution, managing the scope/time/cost, controlling the solution
development, mitigating the risks, documenting the process, insuring the quality deliverables, and communicating with stakeholders, are
highlighted in this training. The critical knowledge areas in ICT project management, as well as the different project management phases and
the processes involved in each phase, are also discussed. It includes provision of openly shared thinking tools and software to handle the
capturing, recording, analysis, and monitoring requirements of ICT project management.

         The training design brings to government leaders, managers and support people the knowledge references to build or to improve the
leadership, management and technical mindsets and practices behind the e-Government ICT project’s performance, methodology,
justification, planning, implementation, control, evaluation and support. It uses extensively the knowledge presented in the published
UNAPCICT Academy of ICT Essentials for Government Leaders: Module 7 – ICT Project Management in Theory and Practice. It makes references
on other freely downloadable documents that talk about industry standards on project management. The freely shared publications and
software are meant to support the appropriate formation of all project management offices to support ICT projects in government.

There is no excuse for not making technology support the process delivery of project management. Project managers need to be concerned about all aspects of project justification, planning, capacity building, solution implementation, and delivery support. It covers goal setting, organization, resource and cost management, and handing over the project outputs and deliverables to the project owners. The tasks of project managers become more complex when ICT projects are implemented within the government regulatory and cultural constraints. Governments have overarching development goals and government agencies have their own plans to address their service delivery goals and mandates. It makes references on other freely downloadable documents that talk about industry standards on project management.
