Code of ethics
• Most organizations have a code of
ethics which is used as a guide on
expected behaviour. Many professions
have a code of conduct.
• Examples – Public Officers Ethics Act
(2003)
Code of Ethics for Social Dev
Workers, etc.

PUBLIC OFFICERS ETHICS ACT
They include:-
• Personal interests vs official
• Declaration of income, assets and liabilities
(before 30th Nov.) every two years.
• Official Secrets Act on entering and leaving
service
• Contesting for elections
• Liability of officers to be posted to any
station in Kenya
• Absence from duty without permission(24/10
rule)

• Pecuniary embarrassment
• Report in cases of criminal
proceedings
• Interdiction/ suspension
• Disciplinary procedure/ appeal

In particular, the general code of conduct
and ethics as provided in the Ethics Act
requires public officers to:
• Provide services efficiently and
honestly
• Carry out duties in a way that maintains
public confidence.
• Treat the public and fellow public
officers with courtesy and respect.

• Conduct private affairs in a manner that
maintains public confidence in the integrity of
his/her office.
• Seek to improve the standards of
performance and level of professionalism in
their organization.
• Observe official working hours
• Maintain appropriate standard of dress and
hygiene

• Discharge any professional duties in a
professional manner.
• Carry out their duties in accordance with the
law
• Guard against the practice of nepotism or
favoritism
• Guard against sexual harassment of members
of the public or fellow public officers.

soliciting or collecting ‘harambees’
• Avoid improper usage of their offices to
acquire land or other property.
• Avoid conflict of interest
• Surrender any gifts to the government/
organization, except personal gifts from

• Protect all property entrusted to his care
• When giving advice, give honest and impartial
advice.
• Make appointments on the basis of integrity,
competence and suitability

Ethics and Integrity are indispensable values
for any organization. Therefore all of us
should be steadfast in developing and
maintaining high standards of ethics and
integrity.
Remember, acting as a champion for ethics
and integrity would be what differentiates a
leader from a follower.
