Public Procurement Workshop: The EU Public Procurement Directives Venue: Office of the Public Procurement Authority (PPA) of the Republic of Turkey Dates: Tuesday - Thursday 26-28 September, 2017 Participants: New PPA staff members, other interested parties by invitation Trainers: Mr Daniel Ivarsson, Senior Adviser, SIGMA Mr Peter Gjørtler, SIGMA expert Mr Gelu Cazan, SIGMA expert Purpose: The workshop is intended to give new staff of the Public Procurement Authority a good knowledge and understanding of the new (2014) EU directives on public procurement in the public sector and for utilities as well as an overview of the earlier remedies and defence directives. The concessions directive will also be mentioned. The procurement directives of the European Union set out a number of principles and policiesforgoodpublicprocurement. The new ones have variousprocedures intended to give greaterflexibilityforcontractingauthoritiesand allow a wider range of objectives to be considered inpublicprocurementoperations.Theyalsoclarify a number of procedural issues and intend to make it easier for enterprises to participate, especially for SMEs. Like otherEuropeanUnion directives,theyare bindingonthe EU MemberStates and have to be transposed into national law within two years of their publication, that is, no later than in April 2016. They also have to be adopted by candidates for EU membership and, witha fewexceptions,bycountrieshavingconcludeddeepandcomprehensive free trade agreements with the EU, in particular Georgia, Moldova and Ukraine. Format: SIGMA expertsfromthe EuropeanUnion andSIGMA staff will presentall the key elements of the directives and their application. Various examples of EU practice will be given to illustrate howthe various provisions of the directives are implemented in practice. Each session will have time set aside for questions and answers and for discussions with the participants. Participantswill receiveUSB keys with the presentation materials as well as SIGMA’spublicprocurementbriefsandSIGMA’strainingmanual, for ease of reference in the future.
