Purpose: The workshop is intended to give public procurement professionals a good knowledge and understanding of the new EU directives on public procurement and of the advantages that they could have for Turkey, especially in the context of the current work on revising the public procurement law and preparing new regulations for public-private partnerships. 
The procurement directives of the European Union set out a number of principles and policies for good public procurement. Three new EU directives published late March 2014 cover public contracts, utilities and concessions. They give greater flexibility for contracting authorities and allow a wider range of objectives to be considered in public procurement operations. They also clarify a number of procedural issues and intend to make it easier for enterprises to participate, especially for SMEs. 
Like other European Union directives, they are binding on the EU Member States and also have to be adopted by candidates for EU membership. 
Format: SIGMA experts from the European Union (Poland, Croatia and France) will present the key elements of the new directives and the scope for their application. Each session will have time set aside for questions and answers and discussion with the participants.
