• Using the metaphor of a growing
flower, I have visually represented
the elements needed for a library
media specialist to effect change in
the literacy of a high school.
• In the following PowerPoint, I will
look at the individual parts of my
infograph and provide further
explanation.
THE ESSENTIAL QUESTION
What might be missing in this question is the
word “help”
According to the IFLA Professional Report #125
“Libraries can be seen as a key player because
they have a role in almost all of these literacy
factors, from access to materials and training to
promotion and cooperation.”
9 Factors in Developing and Promoting
a Culture of Literacy
1. Access to materials
2. The importance of people owning their
own books
3. Alternative agencies that supply books if
they are beyond the means of people
4. A national reading policy
5. Advocacy materials for child and adult
literacy
6. Training models and materials for
teaching literacy and reading
7. Cooperation between agencies and
programs
8. The importance of print literacy in
contemporary society
9. Government promotion of a culture of
literacy

ESSENTIAL
COMPONENTS OF A
SUCCESSFUL LIBRARY
PROGRAMAccording to the book Information Power,
the Library Media Specialist must:
1. “…constantly update personal skills
and knowledge in order to work
effectively with teachers, administrators,
and other staff” (4).
2. “…join with teachers and others to
identify links across student information
needs, curricular content, learning
outcomes, and a wide variety of
…resources” (4).
3. “…provide leadership and expertise in
acquiring and evaluating information
resources in all formats” (5)
4. be “…proficient in the management of
staff, budgets, equipment, and facilities”
(5).
And Lastly…
“The library media specialist assumes a
leadership role in gaining the
administrative and financial support the
program requires…[and must]
communicate regularly with the principal…
about program plans, activities, and
AREAS OF FOCUS FOR
LIBRARIANS: COMMON
CORE STANDARDS
According to the Learning and Teaching Principles of
School Library Media Programs, Library Media
Specialists are given the task of integrating certain
standards into the school.
For example:
Principal #1: The library media program is essential to
learning and teaching and must be fully integrated
into the curriculum to promote students’ achievement
of learning goals.
Principal #2: The information literacy standards for
student learning are integral to the content and
objective of the school’s curriculum.
ACTIVITIES: LEARNING
TASKS AND ASSESSMENTS
FOR MEETING STANDARDS
According to the library media specialist’s
specific responsibilities, as spelled out in
Information Power:
“Working with the entire school community,
the library media specialist takes a leading
role in developing policies, practices, and
curricula that guide students to develop the
full range of information and
communication abilities…the library media
specialist works closely with individual
teachers in the critical areas of designing
authentic learning tasks and assessments
and integrating the information and
communication abilities required to meet

These foundational elements
of collaboration and the
building of literacy are the
principles of a successful
Library Media program.
All stakeholders must be part
of the decision-making.
The LMS must do his or her
homework in regards to areas
of need for teachers and
meeting with administrators to
compromise on resources
available and how those
