- 3. Why? The DCSF ICT Strategy, Harnessing Technology, sets out two targets for 2008 and 2010. A personalised learning space, with an e-portfolio, to all learners. The benefit to having one MLE system across all schools in Hillingdon and most of London is the seamless transfer of pupils between schools and other Local Authorities.
