What is E-Governance
• As per UNESCO E-Governance is
“Governance refers to the exercise of political, economic and
administrative authority in the management of a country’s affairs,
including citizens’articulation of their interests and exercise of their
legal rights and obligations. E-Governance may be understood as the
performance of this governance via the electronic medium in order to
facilitate an efficient, speedy and transparent process of disseminating
information to the public, and other agencies, and for performing
government administration activities. ”

1984 •A new IT policy was introduced in India.

1998 •National Task Force on Information Technology and Software Development was constituted.
1999 •Seprate union Ministry of Information Technology was formulated.
2000 •Indian Government had identified 12 point minimum agenda for implementing E-Governance

Abstract:

• For instance (Total Vehicles registered in Maharashtra 3,29,23,008 (as on 31st
March, 2018)
Over 25 Lacs new registration every year

• Registration of all such vehicles and record of all these vehicles are taken care by Regional
Transport Offices (RTO). This work is govern by Ministry of Road Transport and Highway.
• For smoother functioning of work, Ministry of Road Transport and Highway had divided work
among various States and Union Territories.
Unique identifier of vehicle series in States and UT
Different activities performed by RTOs:
• Issue of Learner's License to drive a motor vehicle.
• Issue of permanent License to drive a motor vehicle and renew the same.
• Issue Badges to the drivers of Public Service Vehicles like Auto rickshaw, Taxis etc
• Issue International Driving Permits.
• Motor Vehicles registration.
• Grant Certificate of Fitness to transport vehicles.
• Inspect private vehicles which are more than 15 years old and renew the registration.
• Issue Permits to Transport Vehicles.
• Issue of authorizations and permits for National Permit Vehicles.
• Issue authorizations and permits for All India Tourist Cabs and Buses.
• Ensure that the motor vehicles are covered by valid certificates of insurance
• Take action on vehicle owners not complying with the provisions of the Motor
Vehicles Act and the Tax Act.
• Levy and collect Motor Vehicles Tax as provided under the Bombay Motor Vehicles
Tax Act, 1958 and enforce the related provisions.
• Prepare and up-date office record pertaining to all the above activities.
For performing above activities…
Every citizen need to go physically. Huge number of people visit RTO
Offices per year for various purposes as mentioned above. RTO is one
of such offices of the Government which is having a huge public
interface. Among them, mostly young people who visit Government
office for the first time. Now many states have started using ICT and
online implementation of various RTO activities. Prior to this e
governance implementation, people were served on first come first
serve basis every day from 10 am to 7 pm and applicants used to stand
in queue every day from 7 am itself so that they could avail services at
earliest.

Post-implementation of E-Governance in RTOs, following advantages were
enjoyed by Government and Citizens:
•Improved citizen involvement
•Transparency in system
•Reduction in cost to both Government and Citizen
•Can reach easily in remote areas by use of technology
•Better and more efficient service delivery
•Access to all information
•Service reaches to citizen rather citizen reach for service
•Increase accountability and transparency of government
•Reduction in corruption
•More efficient and convenience way of utilizing government services
•Eliminate human errors in the manual process
Benefits of integrated E governance through ERP
• The benefits of ERP and its success factors in private enterprises can all be attained here in public
domain. The data redundancy is the main limitation of present e-governance scenario. A person
has to maintain different logins to access the services of a multiple departments. They have to
provide personal information to all applications while registering to different departments.
• The data stored inside each department for a single individual is an example of redundancy. This
creates duplicity as well as inconsistency of data of same individual. With the help of ERP this can
be fully eradicated as a user have to create a single login to connect various departmental services
and provide his personal details only once.
• The issue is of data integrity, which is a crucial factor when it comes to sensitive and confidential
data. With implementation of ERP this factor can also be resolved as the integration of data will
reduce inconsistency and multiple accesses to the individual data.
• Another issue is of confidentiality, which can also be reduced as paper work will be reduced and
access to information will only be based on access control mechanism. The most beneficial factor
with the ERP system is the availability and authenticity of the information. Users can have 24*7
accesses to the information as it will available anytime, anywhere on the globe. The authenticity
can also be maintained as data is integrated and stored centrally on a state central server machine,
which can be accessed by authorized users only.

Conclusion
• The long term success of ERP in private sector can never be over looked. For effective
and citizen centric governance, the benefits of ERP can always be implemented in public
sector. However, the structure of public sector, working culture, operation and
management, financial concerns and political and administrative issues will be barriers in
adoption of ERP.
• The ERP based e-governance model as depicted by us in this report is the way to connect
different departments to the state central DBMS, for non redundant, integrated,
confidential and always available data and information.
• The e-governance based on citizen centric architecture and effective management of data
and information can be achieved through ERP. In future, the technical architecture and
interoperability issues can be studied so that various barriers in implementation of
architecture can be resolved.
