Barriers preventing women from accessing mobile phones include cost, network quality, safety concerns, technical literacy, and social norms. Action is needed from governments, mobile operators, and other stakeholders to implement policies and strategies that empower women and girls through access to education, jobs, internet services, and participation in the digital economy.
