1. Form a group to discuss your 
Constitutional Convention 
2. Figure out what is your groups mission 
and goals. Revise and rewrite these ideas in 
your preamble 
3. Decide how the organization will run. 
Will there be a President? Other committee 
members. What are the terms of office, etc? 
4. Decide on the decision making body. Will 
it be a small representative of the whole 
group or a central committee? 
How to Create a Constitution
5. What will be the amendment process if 
there needs to be a change to the 
constitution in the future? 
6. Have a meeting to ratify the constitution. 
7. Debate and discuss. If not ratified, repeat 
back to steps 1 - 6 
8. Continue holding elections so the 
constitution is an everchanging working 
document. 
How to Create a Constitution
1776 – The Declaration of Independence as well 
as the Articles of Confederation are signed by the 
Continental Congress. This is the first 
Constitution of the newly created country. 
1783 – Treaty of Paris is signed ending the war 
between Britain and the US colonies. 
1787 – Continental Congress meets for the "sole 
and express purpose of revising the Articles of 
Confederation". 
How the US Constitution was Created
1789 – The Articles Congress ratifies the 
Constitution. In March, the First 
Congress begins and George 
Washington is inaugurated as President 
two months later. 
1789 – Present day - The 
Constitution was established as a 
working document that has been 
amended 27 times so far. It is the 
framework for the federal laws and 
is still referred to today in all three 
branches of the US government.
