This document presents an improved technique for the characterization of radar absorbing coatings using a finite flange open-ended rectangular waveguide and numerical modeling. The technique employs a swept frequency probe reflection method that allows for broadband nondestructive testing of electromagnetic properties, specifically the complex permittivity and permeability of materials. Results demonstrate improved measurement accuracy and repeatability compared to existing methods, particularly beneficial for in-situ testing of radar absorbing coatings.
