  • #8: At the start of Phase IV of the MEASURE Evaluation project, our mandate from our donors was to take a systematic approach to learning from our work and the work of others in the areas of HIS strengthening. The goal was to document successes and lessons learned in progressing HIS performance to be able to inform future work and investments in HIS strengthening. This learning agenda was framed around three questions: 1. What are the factors and conditions of HIS performance progress? 2. What are the stages of HIS progression and how are the measured? 3. What are the characteristics of a strong HIS?
