This dissertation is based on the use of innovative technologies and software in higher education
system and evaluation of its effectiveness and upgrading the quality of education. This study is
basically focused to help higher education institutions understand how IT governance impacts
technology innovation and to identify the key factors that can lead to an IT governance process that
supports innovation. It is almost similar to my topic in which I am going to evaluate the innovative
software which can upgrade the level of services and its accountability by the government.

I. Case summary
Honicker Corporation is a USA based, successful dashboard manufacturer. It has opportunities for
international expansion, but due to the ultraconservative culture it did not happened until they faced
a change in management in 2009. Honicker was a rich company, and to expand, they took the short
road and acquired four companies around the world: Alpha, Beta, Gamma, and Delta. There were
two commonalities among these companies: they serviced mainly in their own geographical area,

Introduction Capability Maturity Model isn't a process of lifecycle models. It is a way of improving
the software development quality. It was developed by Software Engineering Institute (SEI) of
Carnegie–Mellon University in 1986. II. Purpose of Using CMM The main purposes of using CMM

The good way to achieve I.T governance is using maturity models. COBIT provides maturity
models which is used to advice and help I.T customers. DentDel has a repeatable but intuitive (level
2) maturity level. It is at the repeatable level because of the fact that there are governance objectives
and also new practices which are developed by individual managers. They are looking to create
value out of the new wireless order entry system. There are also key selected processes (manual
order entry) which have been identified as having a need for improvement. They decided to make
the order process more efficient so that sales staffs do not need to bring the orders in every night.

Capability Maturity Model(CMM) is an important model for software industry to evaluate the
capability maturity of a software organization. It means through the CMM model, ability or
productivity of software organization is measurable and we can choose better software development
organization for our software projects How does this model be built, and how could we use this
model to evaluate a software organization? In this research paper, I will present the history of
Capability Maturity Model first and then present my initial findings about CMM. And this paper
will also give details of my research approach for CMM, research hypothesis, and research
conclusion. By compare and contrast with the CMM model and development of modern software
industry, finally I will try to give my modern approach for evaluating capability of software
