LibreOffice の拡張機能と配布方法
プログラム的な機能だけじゃなくて、
テンプレートやクリップアート、設定も OK です。

プログラム的な機能は、
マクロ (Basic や Python) で書いても良いです。
SDK を使って、 C とか Java で書いても良いです。
Eclipse でもサポートされているらしいです。
