IP addresses (x1000) Transfers
Elvis Daniel Velea, 8 September 2015
V4Escrow’s prediction comes true
• V4Escrow was asked during Menog14 to make a prediction on the number of IPs transferred in 2014.
We estimated a /8 will be transferred and were 98% right. Our stats did not include Legacy transfers
as these are not made public.
• V4Escrow has brokered more than 2 million IP addresses in 2014 worth over 22 million USD.
• Number of IPv4 transfers from ARIN to APNIC increasing but not dramatically
• Continuous increase of IPv4 transfers in the RIPE Region
• Number of IP transfers from and within ARIN increased visibly in 2015
• We expect to see an increase of IPv4 transfers from ARIN to RIPE once the Inter-RIR transfer in RIPE is
approved.
• We estimated at Menog15 (April 2015) that we will see more than 4 /8s being transferred globally in
2015. Up until August we have seen 26,833,536 IPs transferred - 1.6 /8 (and ARIN’s August is not
included).

Lessons learned
• Get pre-approval from APNIC in advance + have a budget approved
• Have a price in mind when you contact a Broker or the other party for the transfer.
• Contact us if you need a blacklist report on the IP block - otherwise, check with major
blacklisting providers.
• Contact Geo-IP providers once you transfer an IP block - your customers will be seen
in the country of the transferor
• If you are they Buyer - request transferring company to forward you abuse reports for
the IP addresses transferred to you
• Start routing immediately, hijacks do happen very often
• If you do not transfer the IP block through a broker, make sure the person that you
talk to is authorised to transfer it to you. Ask for PoA (Power of Attorney).
