 Following the terrorist acts that took place in the
United States on September 11, 2001, the 22nd
Anniversary of the International Maritime
Organization (IMO), of which our country is a
member, was held in November 2001. At the General
Assembly meeting, it was proposed to introduce new
measures to the maritime sector in order to prevent
terrorist acts that may occur at sea and at sea.
 It was unanimously agreed to take new measures for
the security of ships and port facilities in order to
prevent terrorist acts at sea and at sea.
 The Maritime Safety Committee (MSC) has been
authorized by the IMO General Assembly to work on
the measures that can be taken in this regard.
ISPS CODE HISTORY
The Maritime Safety Committee
(MSC) has worked hard to
establish new rules for the
prevention of terrorist acts at sea
or by sea, and even unusual
meetings have been organized.
Following these meetings, the
ISPS Code was created, which
includes new measures for the
security of ships and port facilities.

ISPS Code applications in our country
The "ISPS Code Implementation Instruction" which
entered into force with the Minister's Consent dated
01 December 2003 and numbered 7571 and
thereafter,
It is carried out within the framework of the
provisions of the "International Ship and Port
Facility Security Code Implementation Regulation"
published in the Official Gazette dated March 20,
2007 and numbered 26468.

In order to ensure that the new measures established by
MSC can be implemented compulsorily and as soon as
possible, it was decided to add the ISPS Code to the
International Convention on the Safety of Life at Sea
(SOLAS) of 1974, to which our country is a party.
For this purpose, the SOLAS Diplomatic Conference was
convened on 12 December 2002.
Measures to prevent terrorist acts by sea were added to
SOLAS 74 Chapter 11 by amendment (11-1) and additions
(11-2) as the International Ship and Port Facilities Security
(ISPS) Code and its entry into force on 01 July 2004 was
adopted by all Contracting States.
ACCEPTANCE OF THE ISPS CODE
With the ISPS Code, the concept of security was
introduced to the maritime sector and IMO started to
make new regulations for maritime safety, including
port facilities with ships.
The provisions of the Treaty regulating the
international obligations of the Contracting States with
regard to maritime security and annexed to SOLAS 74
as Chapter 11-2 have been adopted as provisions to
be applied mainly to port facilities open to international
maritime transport and to ships of certain standards
using these facilities and making international
voyages.

THE INTERNATIONAL SHIP AND PORT FACILITY
SECURITY (ISPS) CODE
CONSISTS OF 2 PARTS.
THESE;
To establish an international structure covering
cooperation between States Parties to the SOLAS 74
Convention, Government agencies, local authorities,
maritime and port operators in order to identify
security threats and to take preventive measures
against security actions affecting ships and port
facilities engaged in international trade.
To determine the duties and responsibilities of States,
Government agencies, local authorities, maritime and
port operators that are parties to the SOLAS 74
Convention to ensure safety at sea.
OBJECTIVES OF ISPS KOD
To ensure the early and effective collection and
exchange of security-related information.
To provide a methodology for security assessments so
that we can have adequate and proper plans and
procedures in place to be prepared for changing levels
of security.
To provide the necessary environment for the adoption
of appropriate and adequate measures to establish
security at sea.
OBJECTIVES OF ISPS KOD
Collection and evaluation of information on security
threats and exchange of such information with
Contracting States
Ensuring continued cooperation on communication
between ships and port facilities
Prevention of unauthorized access to ships, port
facilities and their prohibited areas.
Without permission; preventing the introduction of
weapons, fire-causing materials or explosives into
ships and port facilities

Providing hazard notification tools to respond to
security threats or security actions,
Ensuring that ship and port facility security plans are
prepared on the basis of security assessments,
To ensure that training, training and exercises are
provided to ensure familiarity with security plans and
procedures.

Security Level 1: It is the level at which minimum protective
security measures will be maintained at all times.
Security Level 2: It is the level consisting of protective
security measures in addition to Security Level 1, which will
be applied for a certain period of time against the risk of a
security action.
Security Level 3: It is the level consisting of the most
advanced and certain protective security measures for a
short period of time in the event that a security action is
likely or about to take place, even if it is not possible to
detect the exact target.

RESPONSIBLE PERSONS TO BE ASSIGNED UNDER
THE ISPS CODE
who is responsible to the Captain on board; is the
person authorized by the Company who is responsible
for the security of the ship and the relations with the
company security officer and the port facility security
officer, including the implementation and maintenance
of the ship security plan. A ship security officer must be
present on every ship subject to the ISPS Code.
SHIP SECURITY RECORD (SSO)
SHIPS WILL BE EQUIPPED WITH AN AUTOMATIC
IDENTIFICATION SYSTEM (AIS) DEVICE.

ALERT SYSTEM
Ship Security Alarm System is a system that can send a point-to-point alarm in order
to deliver the situation directly to the competent authority on the coast in case of a
security-related situation on the ship.
SOLAS 74 CHAPTER 11-2 RULE-6
PORT FACILITY SECURITY OFFICER (PFSO)
SHALL BE APPOINTED FOR PORT FACILITIES TO
BE DETERMINED AFTER THE SECURITY
ASSESSMENT BY THE ADMINISTRATION IN
ACCORDANCE WITH SECTION A RULE-17 OF THE
ISPS CODE.
One person may be appointed as a PFSO for one or
more port facilities.
PFSO is the person responsible for the preparation,
implementation and updating of the Port Facility
Security Plan.
PORT FACILITY SECURITY OFFICER (PFSO)
Following the heinous terrorist attacks on the United
States of America using the air transportation sector,
IMO, the maritime organization of the United Nations,
prepared by IMO, the maritime organization of the
United Nations, to prevent the possibility of the same
type and intensity of the attack being carried out using
ships and ports, which are the main elements of the
maritime transportation sector, and started its
simultaneous applications globally as of July 1, 2004
based on the compulsory acceptance principle of the
member countries......
PURPOSE OF THE THESIS
In the research conducted on the basis of both countries
and the ports of these countries, the ISPS code
applications for ships in the Black Sea and
Mediterranean ports selected as the subject of the
thesis of the ISPS code are required to be applied to the
standard applications of the ISPS Code for ships in
each port, while it is aimed to prove that different
applications are carried out for ships in the countries
and ports in the Black Sea and Mediterranean sea
areas where the research is carried out within the scope
of the thesis topic.
PURPOSE OF THE THESIS
In the quantitative survey study of the research, the
effectiveness analysis of the ISPS code was carried out
among the Turkish officers in the survey study applied to 80
ships in a period of 1.5 years between the domestic and
foreign ship captains and ship security officers who have
the ISPS code certificate coming to Bartın port but with the
feature of the Turkish ship captains and ship security
officers, and the port facility security officer/responsible who
is the implementer of the ISPS code at the ports within the
same time period and the other institutions that come to the
ships for routine inspections and It is aimed to evaluate the
importance and value of the audit experts of the
organizations among the Turkish seafarers according to the
data obtained from the survey study.
PURPOSE OF THE THESIS
In the research, the historical perspective of
violent acts in the seas is examined in general
terms and the ISPS code, which is structured
to increase the security of ships and ports
when the issue of security in the seas is
raised, is applied to ships in different countries
and ports .......
THESIS METHOD AND REFERENCES
During the ISPS code application and
inspections of each incoming ship as the port
facility security officer / responsible for the ships
arriving at the port of Bartın, a field study (field
research) was carried out based on the
qualitative archive scan of the ISPS code files,
which are obliged to keep the documents
required to be given by the persons and
persons performing the same duty in different
countries and ports.
THESIS METHOD AND REFERENCES
In the quantitative survey study of the
research, the data obtained from the survey
results applied to 80 domestic and foreign
flagged ships, especially Turkish seafarers,
who have ISPS code certificate coming to
Bartın port within 1.5 years, were analyzed as
a result of IBM SPSS 23.0 transfer and the
effectiveness of ISPS code among Turkish
seafarers was measured with quantitative
data.
THESIS METHOD AND REFERENCES
In the research, while the ISPS code, which is an
international contract in ISPS code applications for
ships in the Black Sea and Mediterranean ports,
should have homogeneous applications in the ports of
the region that are the subject of the thesis, as a result
of the qualitative archive scans carried out during the
ISPS code application and controls that I personally
made as the port facility security officer / responsible
during the visit of the ships that make a call to the
ports of the region subject to the research to the port
of Bartın As a result of the documents issued at the
ports, the following conclusions were reached:
FINDINGS AND CONCLUSIONS OF THE
THESIS
1. It was determined as a result of interviews and
archive scans conducted with ship captains and ship
security officers who did not go on ships despite the
authority given by the international ISPS code
agreement in order to provide security organization
and to carry out inspections for each ship that has
made a call to the ports of the port facility security
officers/responsibles who are the implementers and
managers of the ISPS code in the ports of the region
that is the subject of the thesis related to the Black
Sea and Mediterranean sea areas.
FINDINGS AND CONCLUSIONS OF THE THESIS
It has been concluded as a result of one-on-one
interviews with the captains of the ships where the
port facility security officers/responsibles who embark
on the ships in the ports of the region are embarked
on in order to obtain some personal advantages in
countries with a low profile in the world country class,
in short, it has been proved that the existence of
applications for ships in the wise ports, which is the
subject of the thesis of the ISPS code, remains only
on paper and is done.
FINDINGS AND CONCLUSIONS OF THE THESIS
2. It is determined by examining the ISPS code files of
ships where the documents in the ports that do not
befit an international convention cannot be placed in a
standard structure on the basis of the documents
given in the ports frequented, so that it would be
impossible for a contract that does not establish a
standard document and documentation system to
have an international character. The fact that the
documents and documents brought to the above-
mentioned ships are delivered to the ships by persons
and persons who are not related to the ISPS code is
another tragic aspect of the ISPS code.
FINDINGS AND CONCLUSIONS OF THE THESIS
In the survey conducted in a period of approximately
1.5 years, the selection of 80 ships working with
Turkish ship captains and Turkish ship security
officers among the ships arriving at Bartın port during
this period is among the limitations of the research.
In the quantitative survey study, the effectiveness of
the perspectives and approaches of international
Turkish ship captains and ship security officers to the
ship and port security code was measured as a result
of SPPS analysis of the data obtained in the survey
study and the following analysis results were reached.
FINDINGS AND CONCLUSIONS OF THE THESIS
In the extensive literature review phase of the
thesis study, it was thought that the
measurement of the effectiveness of ISPS
code security management and organization
for ships by ports in our country for the first
time based on a quantitative survey study
would contribute to the existing literature.
THE CONTRIBUTION OF RESEARCH TO THE
SCIENTIFIC LITERATURE
At the same time, it is hoped that the ISPS code
convention, which is the international maritime
safety management convention in the countries
and ports within the scope of research in the
Black Sea and Mediterranean maritime areas, will
contribute to the existing literature as a first by
proving that there are no standard applications
both in the inspection activities for ships and on
the basis of documentation.

  • 15. In order to ensure that the new measures established by MSC can be implemented compulsorily and as soon as possible, it was decided to add the ISPS Code to the International Convention on the Safety of Life at Sea (SOLAS) of 1974, to which our country is a party. For this purpose, the SOLAS Diplomatic Conference was convened on 12 December 2002. Measures to prevent terrorist acts by sea were added to SOLAS 74 Chapter 11 by amendment (11-1) and additions (11-2) as the International Ship and Port Facilities Security (ISPS) Code and its entry into force on 01 July 2004 was adopted by all Contracting States.   • 16. With the ISPS Code, the concept of security was introduced to the maritime sector and IMO started to make new regulations for maritime safety, including port facilities with ships. The provisions of the Treaty regulating the international obligations of the Contracting States with regard to maritime security and annexed to SOLAS 74 as Chapter 11-2 have been adopted as provisions to be applied mainly to port facilities open to international maritime transport and to ships of certain standards using these facilities and making international voyages.   • 39. PORT FACILITY SECURITY OFFICER (PFSO) SHALL BE APPOINTED FOR PORT FACILITIES TO BE DETERMINED AFTER THE SECURITY ASSESSMENT BY THE ADMINISTRATION IN ACCORDANCE WITH SECTION A RULE-17 OF THE ISPS CODE. One person may be appointed as a PFSO for one or more port facilities. PFSO is the person responsible for the preparation, implementation and updating of the Port Facility Security Plan. It was determined as a result of interviews and archive scans conducted with ship captains and ship security officers who did not go on ships despite the authority given by the international ISPS code agreement in order to provide security organization and to carry out inspections for each ship that has made a call to the ports of the port facility security officers/responsibles who are the implementers and managers of the ISPS code in the ports of the region that is the subject of the thesis related to the Black Sea and Mediterranean sea areas. It has been concluded as a result of one-on-one interviews with the captains of the ships where the port facility security officers/responsibles who embark on the ships in the ports of the region are embarked on in order to obtain some personal advantages in countries with a low profile in the world country class, in short, it has been proved that the existence of applications for ships in the wise ports, which is the subject of the thesis of the ISPS code, remains only on paper and is done. The fact that the documents and documents brought to the above- mentioned ships are delivered to the ships by persons and persons who are not related to the ISPS code is another tragic aspect of the ISPS code. In the quantitative survey study, the effectiveness of the perspectives and approaches of international Turkish ship captains and ship security officers to the ship and port security code was measured as a result of SPPS analysis of the data obtained in the survey study and the following analysis results were reached.
