KERALA MUNICIPALITY BUILDING RULES PART-2
Mezzanine floor
 The built-up area of mezzanine floor shall not exceed one third area of the main floor or
room accommodating the mezzanine floor.
 The clear headroom beneath and above the mezzanine floor shall not be less than 2.2
metres.
Height of room
 The height of room intended for human entry in a building other than residential
occupancy and livestock/poultry farm shall not be less than 3 metres
 Provided that in the case of air conditioned rooms it shall not be less than 2.4 metres

Residential and commercial building – 2.75m
Educational building – 3.6m (3.0m in cold area)
Industrial building – 3.6m (3.0m if air conditioned)
 The minimum area shall not be less than 9.5m2, with minimum width 2.4m,
when there is only one room.
 If there is two rooms, minimum area for one room shall be 9.5m2 and other
shall be 7.5m2, with a minimum width of 2.4m.
 For kitchen cum store, minimum area shall be 5.5m2, with minimum width of
1.8m.
 For kitchen cum dining room, minimum area shall not be less than 9.5m2, with
width of 2.4m.

 Minimum depth of foundation – 60 cm below GL
 Minimum plinth height for low income buildings – 30 cm above GL
 All other buildings – 45 cm above GL
 Interior courtyards, garages, outhouses etc – 15 cm above GL
 Maximum travel distance between two stairs shall not be less than 60m
(a) minimum width of stair shall be 120 centimeters
(b) minimum width of tread shall be 30 centimeters
(c) maximum height of riser shall be 15 centimeters
(d) minimum height of handrail shall be 90 centimeters
 The minimum headroom in a passage under the landing of a staircase and
under the staircase shall be 2.2m.
 Any building having more than three floors including basement floor(s) shall
have at least two staircases, one of which may be a fire escape staircase
 Escalators can be provided instead of staircases. The width of such escalators
shall not be less than one metre 11
Minimum width of stair
 Residential building – 1.0m
 Educational building – 1.5m
 Other occupancies – 1.5m

Provision for lift shall be made for building of more than 15m
height. Any building exceeding three storeys in the case of group C-
Hospital/medical occupancy and four storeys in the case of other
occupancies shall have at least one lift
Ramps, if provided as a substitute for stairways, shall be laid with a
slope not exceeding 1 in 10 and such ramp shall comply with all
requirements of a stairway and shall be surfaced with approved
non-slippery materials

Every building meant for human occupancy shall be provided with
emergency exit sufficient to facilitate safe escape of occupants in
case of fire or other emergency.
Emergency exits shall be located in such a way that the travel
distance on each floor shall not exceed 30 metres for every
occupant.
Emergency exists may be either horizontal or vertical

 No exit doorway shall be less than 75 centimeters in the case of residential and
1.2metres in the case of all other occupancies.
 Revolving door shall not be provided as a means of fire exit.
 The clear width of any corridor, verandah or passageway in any building shall
be not less than 1.0 metre at any point.
 The width of passages giving access to the staircase shall not at any point be
less than the width of the stair.

Every habitable room shall be furnished with sufficient number of
openings such as windows and ventilators affording effectual
means of admission of light and air by direct communication with
the external air or shall be sufficiently lighted and ventilated by
artificial means.
Every kitchen shall be ventilated according to the standards
stipulated for habitable rooms and shall have suitable flue for the
escape of smoke and heated air unless it is provided with an
approved form of smokeless installation.
Every bathroom or latrine shall be provided with sufficient light
and ventilation 18
 Rooms: Every habitable room which should have for the admission of air and
light, one or more apertures such as windows and fanlights, opening directly to
the external air or into an open verandah and of an aggregate area, inclusive of
frames, of not less than
i. 1/10 of the floor area excluding doors for dry hot climate.
ii. 1/6 of the floor area excluding doors for wet/hot climate.
iii. 1/8 of the floor area excluding doors for wet/hot climate.
iv. 1/12 of the floor area excluding doors for wet/hot climate.
 No portion of a room should be assumed as lighted if is more than 7.5m away
from the door or window which is taken for calculation as ventilating that
portion.
 The number of dwelling units in a row of buildings shall not exceed ten.
 The area of plot for one unit shall not exceed 85 sq. metres.
 The maximum number of floors permitted shall be two and a staircase room.

WELLS
 No new well shall be dug without the permission of the Secretary.
 The site plan shall show the position and dimension of the well and all existing
and proposed buildings and structures in the site and within 7.5 metres radius
from that well.
 Setback.—
(i) The set back from any street shall be as that required for a
building.
(ii) There shall be minimum 1.20 metres set back from other
boundaries.

 No leech pit, sock pit, refuse pit, earth closet or septic tank shall be allowed or
made within a distance of 7.5 metres radius from any existing well used for supply
of water for human consumption or domestic purpose or within 1.2 m distance
from the plot boundaries.
 Wall and surrounding.— The well shall be protected with brick wall with
minimum 1 metre height.
