LOGICAL FRAMEWORK FOR
DEVELOPMENT PROJECT
WHAT IS A PROJECT?
• A project consist of the following components:
• Purpose (Measured by sustainable change achieved)
• Objectives (Measured by outcomes achieved)
• Activities (Measured by outputs achieved)
• Resources (Measured by financial investments)
• A project is set of activities carried out over a set period of time to bring about the
desired change.
WHAT IS A LOGICAL FRAMEWORK?
• Logical Framework is a grid that integrates in itself important components of a
development project.
• It puts the components of a project in a logical sequence & acts as a mind map to
navigate through the project.
• It works as a document for guiding the project team to undertake the project
successfully.
• It rationalizes how the resources invested will lead to achieving the purpose of the
project.
• It helps in defining the role of different stakeholders in the project.

THE PROJECT PROPOSAL & LOGICAL
FRAMEWORK
• Logical Framework is part of the project proposal document.
• It may be attached as an annexure to the project proposal.
• It complements the project proposal by highlighting the process.
• Logical framework is developed first and then the proposal is written.
• It must be used as a tool for orienting the project team as project team generally is
appointed after the project funding is approved.
• Both the proposal and the framework must to used by the project team and
evaluator for review and evaluation purpose.
• Project completion report must include framework as annexure.
PRACTICAL STEPS FOR DEVELOPING
FRAMEWORK
• One should start by developing the problem tree on paper.
• Key causes and effect to the problem are identified.
• The same is discussed with the stakeholders and given shape.
• Important causes are narrowed down to as objectives.
• Similarly activities for each objectives are identified.
• The one positive change when objectives are met is out as Purpose.
• Based on previous experience and anticipation the indicators, means of verification,
assumptions & risks are identified and set.
DIFFERENCE BETWEEN:
Assumptions
• Assumptions are enabling factor that
are essential to carry out the project
activities.
• Assumptions are within the control and
can be mitigated to a large extent.
• E.g.: Participation of stakeholders in
project, flow of funds, quality execution
etc.
Risks
• Risks are disabling factor that are
hindrance to carry out the project
activities.
• Risks are not within the control of
project team and it is difficult to stop
its influence.
• E.g.: Natural Calamity, Policy Change,
public unrest if working in such zones
etc.
OBJECTIVELY VERIFIABLE INDICATOR
• This term is very important as it states that irrespective of who the verifier is the
findings need to be same.
• The indicators showing progress must be designed in such a way so that there is no
scope for subjectivity in reaching any conclusion.
• In the project one will need to measure –
1. The resources being invested in the project
2. The activities wise outputs being achieved
3. The objective wise outcomes being achieved
4. The stated propose and related achievement
CONCLUSION
• Logical Framework tries to make the work of project team easy to understand the
project design and their responsibility.
• A project is always multidimensional and the influences to make it successful or a
failure cannot be always anticipated.
• The community itself functions as a very complex institution and every asset cannot
be addressed in the logical framework.
• None the less the logical framework is a helpful tool to initiate a project and
document the progress.
• Logical Framework it self does not guarantee project success but how its elements
were identified and executed is the key to success.
