Traditional knowledge of the community is not 
sufficient to adapt, they require forecasting and 
other scientific information 
Planners cannot plan without local information 
Building the adaptive capacity through livelihood 
centered approach is the way forward
Adaptive Livelihood Framework 
(An extension of DRSL Framework)
Adaptive Livelihood Framework 
Knowledge will play a major role in the livelihood asset 
base 
Global, National and Local policy and governance 
environment together create the enabling environment 
Practitioners can either work on building the livelihood 
asset base or influencing the global, national and local 
policies and practices to protect the vulnerable producer 
groups (or both)
Adaptive Livelihood Framework 
The enabling environment should be strengthened and 
vertical linkages should be created between the actors 
in the governance environment and the livelihood 
groups 
Community knowledge should be used in making 
informed policy decisions while information (Scientific) 
should be available for people to make informed 
decisions
