This qualitative study examines human resource development in inclusive elementary schools in Indonesia, focusing on HR planning, development, evaluation, and compensation systems. Key findings include distinct recruitment processes and development programs, particularly at SDIT Al Irsyad Al Islamiyyah 2 Purwokerto, which offers scholarships for educators. The study highlights the crucial role of qualified teaching staff in the success of inclusive education and recommends targeted teacher training programs to enhance competencies.
