POLITICS IN PAKISTAN
MANIFESTO: PAKISTAN MUSLIM LEAGUE - NAWAZ
ANUM RASUL QADRI
DEMOCRATIC GOVERNANCE 
• Uniformity in local government system. 
• representation will be given to women, peasants, 
workers, minorities, technocrats and youth. 
• Decentralizing government delivery function to 
district level. 
• Promoting public-private partnerships. 
• Working of police will be modified. 
• Convert manual processes into automated 
processes. 
• Automated all data including land and property 
records. 
• Minority will be given representation in all sectors.
NEW FRAMEWORK FOR SOCIAL CHANGE 
• National Education Emergency will be declared. 
• A uniform system of education will be introduced. 
• Maximum facilities for science education. 
• Existing Basic Health Units will be strengthened. 
• Each District will have a District Healthcare Authority. 
• Enact or improve legislation on violence against 
women and minorities. 
• Launched Women Entrepreneurship Financing 
Scheme. 
• Self-employment loans will be given to youth. 
• To involve youth in governance at the local level.
LOOP HOLES 
• Manifesto didn’t mention how uniformity in 
education and local government will be maintain? 
• How this manual converted into automatic process? 
• How police stations will be modified for all? 
• How legislation will be improved regarding violence 
on women and minorities, and how it will be 
implemented? 
• Didn’t tell what steps will be taken for security and 
rights of minorities. 
• What is the criteria of loans for youth and how 
check will be done for deserving?
RECOMMENDATIONS 
There are two most important things for 
government in Pakistan to do. 
create awareness among people. 
solve the already exiting things. 
maintain check and balance.
• Strictly hiring educated persons on government jobs 
and train them for using computer is most 
important. 
• Create awareness among people regarding the use of 
new system before applying it by media. 
• Improve the standard of education of government 
schools at first then they will be able to compete and 
also strictly check the working. 
• for minimize the health issues awareness regarding 
the cleanliness should be first priority. 
• Already built hospitals should rise up to standard and 
maintain it. 
• Make sure that the deserving will get the youth loan 
and check should be done on it.
HUMA SHAH
ECONOMIC REVIVAL 
• Double the GDP growth to over 6%. 
• Reduce budget deficit to 4%. 
• Reduce country's dependence on foreign 
loans and assistance. 
• Decrease tax rates. 
• Ensure lower interest rates. 
• Make Pakistan emerge as one of the top 
ten economies of the world in the 21st 
Century.
CORRUPTION AND ACCOUNTABILITY 
• PML-N will form an autonomous National 
Accountability commission. 
• Adopt zero tolerance policy for corruption. 
• Ruthlessly stamp out corruption across the 
board. 
• Accountability of all holders of public offices 
would be ensured.
LOOPHOLES IN THE MANIFESTO 
• GDP yet not achieved 
• Top 10 unrealistic in 5 years. 
• Tax rates increased and not decreased. 
• No NAB Commission yet.
RECOMMENDATION: 
If NAB commission will be formed then the chances of corruption will 
be minimized, hence leading to stability in the political system of 
Pakistan. It will cut out the corrupt bureaucrats and make a 
corruption free country. 
GDP will be achieved if the economic system of the country is 
strengthen. The tax rates are not minimized. The increasing in the 
rate of taxes will lead to the creation of hatred among masses, thus 
leading to poor economic development. It will lead to low incentive 
to work. This will result in unemployment and inflation. 
To avoid these issues, the PML-N government should focus on the 
establishment of industries, infrastructures and promotion of trade. 
Certainly, if desired GDP is achieved and taxes are decreased, Pakistan's 
Government will be included in the top 10 list of realistic.
CYNTHIA SOHAIL
ENERGY AND SECURITY 
• Creation of the ministry of energy and natural resources 
though the emerge of ministry of water and petroleum 
and natural resources and power. 
• Introduces prepaid billing system 
• Reforms of generating companies 
• Corporation and privatization of each generating 
companies under independence board. 
• High priority to import gas and Development of 
Thar coalfields 
• Introduce solar system for domestics and industrial use. 
• Creating a wholesale market or electricity. At the same 
time investment about US$ 20 billion to generate 10,000 
MW of electricity in the next5 years will motivate overall 
growth of the economy.
LOOP HOLES 
• Manifesto did not mention any security 
method for preservation . 
• They did not mention any method to 
overcome the issue of energy. 
• They did not mention any strong policy. 
• What improvements will be introduced in 
manifesto? 
• No new project for security.
RECOMMENDATION 
• Mention any improvement in recent manifesto. 
• Increasing the number of sellers 
• Constructed new project for security 
• Gives first priority to dam to reduces energy 
crisis of Pakistan 
• Promotes dialogue and information sharing on 
oil security 
• New Policies must be shares. 
• Renewable of technologies increases the range 
of electricity through local generation.
AGRICULTURE AND FOOD SECURITY 
• They accelerated agriculture growth to an average of 
4% per annum. 
• They introduce following specific programs for the 
development of agriculture, livestock, and forest. 
• Focus on small farmers as the real back-bone of the 
country and give them knowledge. 
• High priority to women in micro credit programs. 
• A National Strategy For Food Security to achieve an 
average agricultural growth of at least4% per annum in 
the next decade. 
• Legislating the “Right to Food” as a fundamental right
LOOP HOLES 
• No special program for food and agriculture. 
• The training center for farmer are not 
mentioned. 
• Advanced technology for the farmer are not 
mention in the manifesto. 
• They does not mention any institution for 
preservation of food and agriculture. 
• They does not mentioned any food program 
foe poor people
RECOMMENDATION 
• Food and agriculture departments are gives 
special importance. 
• Special program are introduces for peasant 
and poor ones. 
• Give much priority to the local consumer. 
• Makes special programs for the training of 
farmer and scheme for the poor farmer. 
• Mentioned Standard food rates which are in 
reach of poor people.
TEHREEM GUL
SPEEDY AND INEXPENSIVE JUSTICE 
• For the restoration of superior judiciary PML (N) pledges to 
uphold the Independence of the judiciary as guaranteed by the 
Constitution. 
• This is not mere rhetoric. The PML (N) will initiate action in this 
regard immediately on coming into power so that benefits 
thereof accrue to the people as soon as possible. 
• The strategy will be two-pronged: Reduce the huge pending 
backlog of cases at every level; and provide justice at the 
proverbial ‘doorstep’. 
• To accelerate disposal of cases, procedures will be greatly 
simplified. In particular, legislation will be enacted to provide 
that: In civil cases, initial trial to be completed within one year, 
and appellate proceedings within the following year.
IMPLEMENTATION ON CONSTITUTION 
• An essential pre-requisite for such a noble 
compact between a political party and its 
voters is the realism and practical feasibility 
of the policies and programs included in 
Party’s Manifesto. This Manifesto fully meets 
this criterion.

and timely home work for an

LOOP HOLES 
• There is this one major loophole regarding justice, the time 
span of the proceedings of civil cases is very. It should be

bribery and there should be equal justice for 
everyone.

most of all clearly explain their policies to the 
public.
ESHA TUR RAZIA
FOREIGN POLICY & NATIONAL SECURITY 
• Good Relations with all countries – having good strategic 
relations – and to resolve issues by peaceful talks. 
• Good economic terms with International economic 
blocks. 
• Requirement of armed forces fulfilled under all 
circumstances. 
• Strategic assets will be protected. 
• Elected government representatives determine foreign 
policy – execution assigned by Federal Cabinet - to 
different departments and agencies. 
• Establishment of a committee headed by Prime Minister 
for coordination and consideration of matters regarding 
Defence and National security.
• working of Civil and military institutions under law and 
instructions of Federal Cabinet. 
• Extra efforts to resolve Jammu and Kashmir Issue. 
• Enhancement of external trade – encouragement of foreign 
investment. 
• Resolving water issue with neighboring countries– giving 
due importance. 
• Improved role and performance in International 
Organizations and United Nations – Multilateral diplomacy. 
• Special reforms for effectiveness of diplomatic missions – 
economic promotion – commercial and investment policies. 
• Utilization of country`s think tanks.
MILITANCY AND TERRORISM 
• Federal and provincial integration – providing political 
rights to citizens. 
• Enhancement of manpower – establishing technical 
centers and schools – skilled people for country and 
overseas friends. 
• Mobile health units – improving health facilities. 
• Youth Employment in Tribal Areas – Establishment of 
Small Industry. 
• Economical and social empowerment of women by 
technical education. 
• Public Education Campaigns on Terrorism. 
• Educational reforms – same syllabus of Government 
Schools and Madrassahs.
LOOP HOLES 
• How peaceful talks will be made effective with 
neighboring countries having differences? 
• How to take the important countries of the world 
in confidence, regarding the protection of strategic 
assets? 
• The role of political parties is not being mentioned 
in determination and execution of foreign policy. 
• What special and extra efforts will be made to 
resolve Jammu and Kashmir issue ? 
• The role of literate and acknowledged Pakistanis 
(belonging to other parties as think tanks) is not 
mentioned as consultants.
• How to resolve the water issue? 
• How the Industry will be established in tribal 
areas? 
• How the education campaigns on terrorism will 
be conducted in those areas where people are 
not ready to talk about extremism ? 
• It is no where mentioned in manifesto that what 
kind of reforms will be made for the uniformity 
of syllabi in government schools and madrassahs.
SOLUTIONS 
• table talks between the foreign ministers to remove the 
differences and to resolve the issues 
• Cultural delegations should visit the countries to pave the path 
towards peace. 
• The members of other political can be consulted as think tanks 
and advisers. 
• Kala Bagh Dam must be built to resolve the water issue, save 
water and secure the country from floods. 
• The religious scholars should be utilized to educate people who 
don`t accept that they are extremists or violent. It will help in 
reducing terrorism. 
• The Education Ministers and Madrisah Organizations must join 
hands to come up with solutions regarding change in syllabi.
AROOJ MALIK
Science and Technology 
• Give very high priority to the Science, 
Information and Communications Technology 
(ICT) sector. 
• Improved communication, coordination and 
collaboration among S&T, ICT and other sectors 
of socio-economic development. 
• Establish a network of Laboratories and 
Innovation located on the campus of each major 
school of Science & Technology and medicine
• The ICT sector must become a primary sector at the 
national level. 
• Convert manual approval processes to automated 
processes thus reducing the ‘file culture’ 
• Create an autonomous organization to investigate and 
prevent cybercrimes. 
• The Expanding of IT labs and access to laptops in the 
education sector across Pakistan.
Recommendation and loop holes 
Why don’t you think of making changes in 
government sectors, still the file culture is used. 
Instead of access to laptops in educational system, 
Existing schools should be maintained first. The 
basic needs of educational sector should be catered 
first. As Laptop is not the primary need for people. 
Better and quality education should be the main 
focus. Thus providing laptops is not workable or a 
smart solution. All these solutions do sound good 
on the surface of things but very shallow. In depth 
needs are the main loop holes that are required to 
be filled.
Employment and Challenges 
• The taxation system will be modified to 
encourage rapid growth in investment. 
• Programs for the development of 
technical skills to produce technically 
trained and employable manpower will 
be implemented. 
• Labor laws will be revised to ensure 
justice to all parties and to improve 
working relations and overall growth.
• Maximum emphasis will be placed on the 
programs of rural development to provide gainful 
opportunities for income and employment. 
• New employment opportunities will be provided 
to over three million persons in the public and 
private sectors including 1 million each in IT 
sector and 1 million in SME sector. 
• The minimum wage for workers will be gradually 
enhanced to Rs. 15,000 per month.
Recommendation and loop holes 
Government is taking taxes from people and in return providing 
them with what? People are forced to pay tax. It increases on 
government wishes but before focusing on working on a proper 
taxation system, they need to build up their trust among people 
that their money is not being ended up in providing a fancy life 
to the government officials and nothing to people. They talk 
about taking tax when they can’t even provide national security 
to people. Proper check should be done whether all the classes 
are paying their tax. Increasing employment should be the main 
focus. Providing programs to whom, Unemployed people are 
sitting at home. Labor needs should be high lightened first and 
then the laws should be implemented according to that. 
Urbanization should be controlled first. Uplifting the agriculture 
sector is the foremost need. Instead of SME sector all sectors 
should be accommodated. They have given a figure of Rs. 
15,000 but on what basis they have come up with this?
Media Art and Culture 
• Funds for training of journalists shall be 
established. 
• Law to check harassment of media shall be 
enacted. 
• Quality films will be encouraged to revive both the 
industries of film and cinema. 
• Art and cultural activities shall be promoted at all 
levels. 
• Fund shall be established to support new talent 
development. 
• Promote creative activities in the educational 
institutions.
Recommendation and loop holes 
Media is playing a major role in controlling the 
mindsets of people and how it’s being done 
should be checked first. Instead of taking 
renowned people in dramas or movie new 
talented people should also be considered. 
Media art and culture should be done for 
special or orphan students, special art 
therapies should be arranged for them by 
artist or therapist.

SPEEDY AND INEXPENSIVE JUSTICE • For the restoration of superior judiciary PML (N) pledges to uphold the Independence of the judiciary as guaranteed by the Constitution. • This is not mere rhetoric. The PML (N) will initiate action in this regard immediately on coming into power so that benefits thereof accrue to the people as soon as possible. • The strategy will be two-pronged: Reduce the huge pending backlog of cases at every level; and provide justice at the proverbial ‘doorstep’. • To accelerate disposal of cases, procedures will be greatly simplified. As Laptop is not the primary need for people. Better and quality education should be the main focus. Thus providing laptops is not workable or a smart solution. All these solutions do sound good on the surface of things but very shallow. In depth needs are the main loop holes that are required to be filled.

It increases on government wishes but before focusing on working on a proper taxation system, they need to build up their trust among people that their money is not being ended up in providing a fancy life to the government officials and nothing to people. They talk about taking tax when they can’t even provide national security to people. Proper check should be done whether all the classes are paying their tax. Increasing employment should be the main focus. Providing programs to whom, Unemployed people are sitting at home. Labor needs should be high lightened first and then the laws should be implemented according to that. Urbanization should be controlled first. Uplifting the agriculture sector is the foremost need. Instead of SME sector all sectors should be accommodated. They have given a figure of Rs. 15,000 but on what basis they have come up with this?

Media Art and Culture • Funds for training of journalists shall be established. • Law to check harassment of media shall be enacted. • Quality films will be encouraged to revive both the industries of film and cinema. • Art and cultural activities shall be promoted at all levels. • Fund shall be established to support new talent development. • Promote creative activities in the educational institutions.
  • 41. Recommendation and loop holes Media is playing a major role in controlling the mindsets of people and how it’s being done should be checked first. Instead of taking renowned people in dramas or movie new talented people should also be considered. Media art and culture should be done for special or orphan students, special art therapies should be arranged for them by artist or therapist.
