Method of Excess Workload Computation
for the Nigerian University System

Introduction
"...there shall be excess workload allowance
payable to academic staff where applicable...".
Excess Workload
"...workload over and above the normal workload
(credit hours) determined by universities in
accordance with the Full Time Equivalent (FTE)".

Introduction…
Workload:
Determined based on the Course Credit System (CCS)
currently operating in the University System
Course Credit System (CCS):
“… a quantitative system of organization of the curriculum in
which subject areas are broken down into unit courses
which are examinable and for which students earn credit(s)
if passed". [NUC (1989). Course System and Grade Point Average in Nigerian Universities.

CSS operates on the basis of credit unit of course offered to
and/or passed by students; defined as "consisting of
specified number of student-teacher contact hours per week
per semester". NUC (1989)
Introduction…
The application of the CCS to the various academic
programs have been covered by Minimum Academic
Standards (MAS) in various disciplines.
NUC (1989) specified one credit unit to be equivalent to:
a) one hour of lecture or tutorial per week per
semester,
b) two hours of seminar,
c) three hours of laboratory or field work, clinical
practice/practicum or stadium sporting activity,
d) six hours of teaching practice, and
e) one week of industrial attachment.

Furthermore, NUC (1989) has approved the following
guidelines for the Nigerian University System:
 "... a full-time staff should have a minimum teaching load of
8 credit units per semester, including post-graduate
teaching...". The NUC further clarified the minimum
teaching load as follows:
 "For science-based disciplines, this should mean a minimum
of 6 lecture hours and two 3-hour laboratory work per
week". This means a total of 12 contact hours (6+6) per
week.
 "For arts-based disciplines, this should mean a minimum of
6 lectures and two 1-hour tutorials per week". This means a
total of 8 contact hours (6+2) per week.

Teaching Staff Workload
“…to be equitable in the calculation of
the workload of a department and per
staff across various disciplines and
class sizes, Full-Time Equivalent (FTE)
and Student-Teacher Ratio (STR) should
be used”. NUC (1994). Guidelines for calculating the
full-time equivalent (FTE) in the Nigerian University
System.

Teaching Load (FTE)
 The full-time equivalent (FTET) representing a Teacher's workload
in credit hours per week in a given semester is given by:

Based on the FTE and STR, the following procedure is proposed
Hi = credit hours per credit unit per week
of the ith
course taught by the staff,
it is equal to:
1 hr./lecture credit unit/per week
3 hrs/practical credit unit/per week
1 hr/tutorial credit unit/per week
2 hrs/seminar credit unit/per week
STR = Students-Teacher Ratio for the discipline
Teaching Load (FTE)…
 Therefore, excess workload for teaching (EWLT) in the semester is
given by:

NTL = normal teaching load in the University
(credit hour/week/semester)
EWLT = FTET - NTL .......... (4)
If a University decided to use the minimum workload as the
normal workload for its teaching staff, then NTL
= 12 hours/week/semester for science-based disciplines
= 8 hours/week/semester for art-based disciplines
For calculation of the arrears, the FTET should be calculated with K
representing the total number of courses taught by the Lecturer in
a session. It is then divided by 2 to convert it to per semester basis
Teaching Load (FTE)…
 Example 1: A Lecturer in the Department of Soil Science taught the
following courses in a session, and the Departmental STR is 9:1

EWLT = (84.3 - 12) hrs/wk/sem * 15 wks/sem = 1,084.5 hrs

following courses in a semester, and the Departmental STR is 20:1

EWLT = (50.0 - 8) hrs/wk/sem * 15 wks/sem = 630 hrs
Undergraduate Project Supervision Load
A lot of time and effort is put by a Lecturer in the supervision
of undergraduate (UG) projects. That may inform the decision
to pay for postgraduate project supervision allowance. To
rectify the oversight in the case of the UG project supervision,
it is hereby proposed that normal supervision load (NSL) on
UG student projects be:

Thus, excess workload on UG student project supervision
(EWLS) is determined as follows:
Research Centers and Library offer unique and
peculiar situations that will make application of the
established as well the proposed guidelines difficult.
Any academic staff from the Library or a Research
Center teaching an undergraduate and/or
postgraduate course should be considered a Part-
Time Lecturer and should be remunerated
accordingly.
Those teaching sub-degree, postgraduate diploma
and matriculation courses should be remunerated
according to the established criteria for self-financing
programs.

General Recommendations
To facilitate accurate computation of the excess workload as
well as equitable payment of the excess workload allowance
(EWA), the following recommendations are given:
1. If a course or activity is handled by more than one Lecturer, the
excess workload should be shared to them;
2. only undergraduate and postgraduate courses should be
included in the FTE computations. Other categories of courses
(matriculation, certificate, diploma and PG diploma) are self
financing and Lecturers involved are paid honoraria;
3. Teaching Practice, Postgraduate Supervision, Field Practical and
Industrial Attachment should not be included in the FTE
calculations as allowances are paid for such responsibilities;
4. Payment of EWA should take effect from 3rd September, 1992;
the day the FGN-ASUU Agreement was signed;

5. Arrears of the EWA (from October 1992 to September 1996)
should be computed, on per session basis;
6. Future payments of EWA should be calculate per semester
and paid at the end of each semester;
7. Disciplines and Units where any of the proposed guidelines is
either difficult to apply or cannot be equitably applied should
be further looked into;
8. Heads of Department and Unit should endeavor to strictly
keep accurate and up to date records;
9. For the arrears, the hourly rates should conform to the rates
approved in the 1992 FGN-ASUU Agreement: N20/hr, N15/hr
and N12/hr for Professor/Reader, Senior Lecturer and others
respectively; and
10. In the future EWA should be computed with hourly rates
equal to the prevailing approved rates for part-time teaching.

General Recommendations
For the arrears, the hourly rates should conform to the rates approved in the
1992 FGN-ASUU Agreement as follows; N 20/hr for Professor/Reader, N 15/hr
for Senior Lecturer and N 12/hr for the others; and
In the future, however, EWA should be computed with hourly rates equal to
the prevailing approved rates for part-time teaching.

  • 15. 15 General Recommendations For the arrears, the hourly rates should conform to the rates approved in the 1992 FGN-ASUU Agreement as follows; N 20/hr for Professor/Reader, N 15/hr for Senior Lecturer and N 12/hr for the others; and In the future, however, EWA should be computed with hourly rates equal to the prevailing approved rates for part-time teaching.
