THE GLOBAL INDICATOR FRAMEWORK
UN Statistical Commission (UNSC) responsible for developing
SDG monitoring framework
• Established an Inter-Agency Expert Group on SDG indicators (IAEG-
SDG)
• 28 countries as members, representing regions; International
organizations only as observers
47th UNSC (8-11 March 2016) approved the global indicator
framework for the 2030 Agenda “as a practical starting point”
• 230 unique indicators to monitor progress towards the 169 SDG
targets
• Requested the IAEG-SDGs to continue refining them
• First complete revision of the SDG indicators in 2020
3RD IAEG-SDG: MAIN OUTCOMES
• Classification of indicators into 3 Tiers
 Based on the level of methodological development and data availability
 Preliminary Tier categorization to be reviewed by the IAEG-SDG by
29/07
• Global versus national indicators
 Global indicators as core set of metrics that all countries are invited to
monitor
 Global indicators can be complemented with national or thematic
indicators; but alignment of national and global indicators in the best
interest of countries
• Each indicator to have an Int. Organization as “custodian”,
responsible for:
 collecting data from national sources and disseminating them at global
level
3RD IAEG-SDG: MAIN OUTCOMES (cont.)
Global reporting mechanism:
 Data to be produced by national institutions, except in some cases (but data to be
validated by countries)
 International organizations responsible to collect national data, harmonize them,
aggregate them at regional and global level and transmit them to the IAEG-SDG Secretariat
Global annual SDG progress report:
 An official Secretary General’s report (released 30 June 2016)
 A ‘glossy’ report with charts and key messages (launch expected 19 July 2016)
 2016 reports will draw on Tier I indicators and in some cases Tier II
FAO’S ROLE IN MONITORING THE SDGs
20 SDG indicators under FAO custodianship (across SDGs 2, 5, 6, 12, 14 and 15)
and contributing to further 5 indicators
• compares to only 4 indicators monitored by FAO in the MDG process
• 10/20 indicators in the Tier III category
Two SDG indicators directly relevant to the CGRFA:
2.5.1 Number of plant and animal genetic resources for food and agriculture
secured in medium or long term conservation facilities (provisionally Tier III)
2.5.2 Proportion of local breeds, classified as being at risk, not-at-risk or
unknown level of risk of extinction (provisionally Tier II)
It is imperative that all national data providers for both these indicators report to
FAO regularly such as to ensure sufficient quality and quantity of data and
therefore the upgrading of these indicators to Tier I
CORPORATE COORDINATION
Coordination at corporate level through the Chief Statistician
• IDWG on Statistics sub-group on FAO-relevant SDG indicators
established
• entry point for all requests for technical assistance from FAO
Country/Regional Offices
• Focal point for 2.5.1 Mr. Stefano Diulgheroff
• Focal point for 2.5.2 Ms. Roswitha Baumung
• Focal Points designated as responsible for leading the work on the
indicator identified under FAO’s custodianship
• Close coordination with corporate task team on the 2030 Agenda
(DDN/ES-ADG)
FAO COMMITMENTS: NEXT STEPS
Contribution to the IAEG-SDG (next meeting in October 2016):
• Storylines and data for global SDG reports submitted in April-May 2016
• New standardized metadata documentation by 24 June 2016
• Detailed action plan for Tier III indicators by 29 July 2016
Corporate Plan for Statistical Capacity Development :
• Training programmes to roll-out guidelines/manuals developed by the HQ
statistics units;
• To further improve and develop DAD-IS the following activities are
foreseen:
• Improving the user-friendliness of data entry into DAD-IS and
developing reporting tools that allow directly linking to indicators 2.5.1
