Introduction
Significant social changes, especially those concerned with the deeply rooted perceptions and
stereotypes about the inferior status of women in families and society, as well as legislative
changes, followed by the accountability and engagement of the authorities, cannot be achieved
by individual organizations. To succeed and attain these changes and secure broader involvement
of society at large and authorities itrequires responsible and empowered organizations, active
militants for the rights of women, united by the same mission and values.
In 2015, several non-governmental organizations and public institutions active in the field of
preventing and combating gender-based violence decided to form a joint platform, the National
Coalition „Life without violence”, to promote women’s and children rights, victims of violence
and to contribute to a society sensitive to the phenomenon of gender- based violence.
In this e-Newsletter we present National Coalition activities during first three years of activity,
achievements and challenges. It was exciting, sometimes difficult and ostentatious, but that’s just
how we chiselled to be able to continue as a more united and dedicated team of professionals.

Who we are?

We are 22 members (15 non-governmental organizations and 7 public institutions) who develop services and
render support to women and children, victims of gender-based and domestic violence, provide counselling,
primary and specialized legal assistance, immediate and long term psychological assistance, shelter, social and
economic rehabilitation, as well as programs for perpetrators.
Membership: Inter-ministerial Council for preventing and combating domestic violence, Governmental
Commission for equality between men and women, European Network Women against Violence (WAVE).
The Coalition’s mission is to reduce gender-based violence and to contribute to building up a
society sensitiveto violence through three strategic programs:
What we have achieved:
	 Contributed to the development and endorsement of the legislative amendments (Law adopted in
July 2016) which enhanced and reinforced protection measures for women and children, victims of
domestic violence;
	 Contributed to the development andendorsement of the National Strategy for Preventing and
Combating Violence against Women and domestic violence and its Action Plan for 2017-2020 and
2019-2023 years adopted in 2018.
	 Contributed to the development of the National Plan for Human Rights 2017-2022 adopted in 2018;
	 Contributed tothe operation of international mechanisms for monitoring the national legal framework
such as, Universal Report on Human Rights in the Republic of Moldova (UPR) and Alternative Report
on the Implementation of the Convention on the Elimination of All Forms of Discrimination Against
Women (CEDAW);
	 Provided support to the initiatives of the civil society organizations and activists aimed atsecuring and
promotion of women’s rights;
	 Contributed through advocacy and lobby to the creation of the Inter-ministerial working group
which aims to asses and amend the legal framework in the field of standards, accreditation and
sub-contracting of social services in the field of gender-based violence and to the assessment of the
legal framework together with group of experts;
	 Several legislative and institutional initiatives, which would deteriorate or reduce achievements had
been prevented or altered due to the Coalition efforts, including the draft law promoted by the Ministry
of Justice, the initiative to dissolve the Department for ensuring gender equality within the Ministry of
Health and Social Protection, and the initiative to dissolve the Inter-ministerial Council for preventing
and combating domestic violence.

Improving public policies –
advocacy for promoting the ratification of the Council
of Europe Convention on Preventing and Combating
Violence Against Women (Istanbul Convention), legislative
amendments in line with international standards and
financing of the services for women and children victims
of violence
What we have achieved:
	 Conducted annual campaigns ”16 Days of Activism against gender-based violence”;
	 Conducted thematic campaigns ”One Billion Rising” against women’s exploration and ”Step UP” for
increased funding of services for victims;
	 Contributed to the organization and financing of the social performances of the MADE Theatre about
violence based on the testimonies of women survivors ”Love does not hurt” and „Free” played in over
15 communities in Moldova;
	 Participated in talk/radio shows, public lessons in the Universities, public hearings and discussions,
meetings with authorities at the central and local levels;
	 Supported Annual Christmas Charity Bazaar where beneficiaries of member organisations participated;
	 Launched of the official platform www.stopviolenta.md and the facebook page which shares the
activities of members and feministic content;
	 Increased the online community of supporters and followers;
	 Supported / participatedin other women groups, civil and NGOs initiatives aiming promotion of women
rights and other discriminated groups, such as the Feministic March, the LGBT Community Parade;
	 Carried out more than 100 awareness-raising events in the communities involving local stakeholders
(meetings with multidisciplinary teams, local authorities, and groups, young people and groups of
women in schools/libraries/ kindergartens, flash mobs, etc.).

What we have achieved:
	 Established and developed partnerships with member organizations through mutual support and
common activities, advocacy at the local level, internal study visits, joint projects and initiatives;
	 ConsolidatedandadvancedtheCoalitionasateamwithsamevisionandprinciples,developedits2017-2019
Strategy, and the internal regulations;
	 Enhanced knowledge and expertise of our professionals in risk assessment, intervention methods, and
femicide;
	 Examined aandfollowedthe best practices of organizations and networks from Sweden and Serbia in
the field of prevention, boys and men engagement, working with survivors;
	 Increased the knowledge and expertise of practicing psychologists during the advanced training course;
	 Developed the system for collecting statistical data, built capacities of the members in collection,
processing and analyzing statistical data;
	 Developed communication online platforms for members, providedrelevant support and mentorship;
	 Supported members in the development of strategic documents, project proposals , implementation
and monitoring;
	 Assisted more than 150 women and children, victims of violenceannually under the Small Grants
Program for members.

Heartful mission:
In 2018, following the Coalition’s crowdfunding campaign and the donation from the OAK Foundation,
we bought a house for the survivor of domestic violence, Maria Scorodinschi, who was quoted by BBC
as one of the most influential and inspirational women in the world for the 2017 year.
Watchdog mission:
We have assumed the responsibility to monitor and react to grave cases of violations of women’s
rights, as it was the case of the doctor Stanislav Florea, who was convicted by the Appeal Court for
the for the rape of 16 women, patients of the Psycho-Neurological Hospital from Balti municipality. In
2018 we monitored hearings which were postponed more than 7 times without serious reasons and
reacted through media and petitions addressed to the authorities.
