This document proposes Nymble, a system that allows servers to block misbehaving anonymous users of anonymizing networks while preserving user anonymity. The system uses "nymbles", special pseudonyms, to authenticate users anonymously. Servers can blacklist users by obtaining seeds that link future nymbles from the same user, while prior connections remain unlinkable. Users check blacklists before connecting to ensure they are not blocked. Nymble aims to balance anonymous access for well-behaving users with accountability for misusers, addressing limitations of prior solutions. It has been implemented and aims to enable practical anonymous publishing applications.
