SPRINKLER SYSTEM -
 Automatic fire protection (Fixed) medium velocity sprinkler system -
heat detection through quartzoid bulbs
 In LPG storage area, detectors shall be provided encircling each
vessel, equi-spaced.
 Minimum 2 nos. detectors shall be provided at the top of the vessel
and one near the liquid line ROV to take care of failure of flanges.
 Upon actuation there shall be alarm in control panel, LPG pumps
and compressors would trip, ROVs on LPG supply and return lines
would trip and the deluge valves on fire water sprinkler system will
get actuated.

FIRE PROTECTION FACILITIES
 The Gas Monitoring system - early warning for gas
concentration below the LEL (lower explosive limit).
 The detectors for the gas monitoring system strategically
located at all facilities close to potential source of leakage.
 The detection control equipment provided in the control
room for continuous monitoring even during power failure.
 The control equipment to generate at least two alarms at
different levels of concentration of gas below LEL.

GAS MONITORING SYSTEM
 Appropriate annunciation system shall be available to
ensure that all the alarms generated, both, audio and visual
are reported to the plant personnel, who are authorized to
take corrective action. Depending on the manning practice
of the plant, the alarms both, audio and visual can be
repeated at additional location to ensure corrective action is
taken.
 The height of the detector should not be more than 0.3 M
from the mounting level.
 The detectors should be located at least 0.3 mtrs. away
from the potential source of leakage
 The gas monitoring system shall be kept in good operating
condition all the time.

GAS MONITORING SYSTEM
The minimum detectors are given below:
 Storage vessels (above ground) – 1 No. top and 1 No. near
bottom ROV.
 LPG pump house 1 No. in pump house and 1 No. in
manifold.
 Filled cylinder shed - 2 No.
 Valve change shed – 1 No.
 Empty-cum-filling shed – 2 Nos. near carousel, 1 No. near
evacuation unit tank, 1 No. weight correction unit.
 TLD – one at each manifold and at ends.
 Tank wagon gantry – 1 no. for every two bays or 30 m
whichever is less at bottom. Additionally, some detectors at
selected locations shall be provided at the top of platform.

 Sound engineering practice in the design, fabrication,
installation and maintenance of facilities.

personnel on product knowledge and maintenance
practices.

 Instructions to both corporation and contractor’s
employee identifying the action to be taken by each
one in an emergency.

administration, Police authorities, Fire Brigade, hospital

  • 6.  Minimum safety requirements on design, layout, storage, loading / unloading, operation, inspection & maintenance, fire protection, emergency planning and safety audit systems of LPG Installations.  Not applicable to bottling plants having a bulk LPG storage capacity not exceeding 300 MT (above ground) or 450 MT in case of mounded or in combination of above ground and mounded with total bottling quantity not exceeding 35MT per shift of eight hours. Such small bottling plants are covered under OISD GDN 169. OISD STANDARD 144

  • 17. SPRINKLER SYSTEM -  Automatic fire protection (Fixed) medium velocity sprinkler system - heat detection through quartzoid bulbs  In LPG storage area, detectors shall be provided encircling each vessel, equi-spaced.  Minimum 2 nos. detectors shall be provided at the top of the vessel and one near the liquid line ROV to take care of failure of flanges.  Upon actuation there shall be alarm in control panel, LPG pumps and compressors would trip, ROVs on LPG supply and return lines would trip and the deluge valves on fire water sprinkler system will get actuated. DESIGN CRITERIA  ALL LPG STORAGE VESSELS, CYLINDER STORAGE/ FILLLING SHEDS, REPAIR SHEDS, LPG PHs, BULK LORRY AND TANK WAGON GANTRIES SHALL BE COVERED BY MEDIUM VELOCITY SPRAY SYSTEM  DETECTION OF FIRE FOR AUTOMATIC ACTUATION OF MV SPRAY SYSTEM SHALL BE PROVIDED AT ALL CRITICAL LOCATIONS LIKE LPG BULK STORAGE, TANK TRUCK/TANK WAGON GANTRY,NEAR CAROUSAL, LPG PUMP/COMPRESSOR HOUSE, EVACUATION, VALVE CHANGE AREAS OISD 144 FIRE PROTECTION FACILITIES

FIRE WATER STORAGE  EFFECTIVE WATER STORAGE CAPACITY IS NOT LESS THAN 4 HRS AGGREGATE WORKING CAPACITY OF MAIN FIRE WATER PUMP  MIN 2 STORAGE TANKS ARE PROVIDED IF STEEL TANKS ARE PROVIDED  FIRE WATER PUMPS TO MEET INSTALLED RATE OF FLOW AND HEAD SHALL BE CENTRIFUGAL TYPE DIESEL ENGINE DRIVEN  THERE SHALL BE A JOCKEY PUMP NOT LESS THAN 10M3/HR PER 100 HYDRANT POINTS WHICH MAINTAINS THE SYSTEM PRESSURE AT 7KG/CM2 BY STARTING AND STOPPING AUTOMATCALLY BASED ON THE SYSTEM PRESSURE OISD 144 FIRE PROTECTION FACILITIES
  • 20.  AT LEAST ONE STANDBY FIRE WATER PUMP SHALL BE PROVIDED UPTO 2 NOS OF MAIN PUMPS.  FOR MAIN PUMPS 3 AND MORE, MINIMUM TWO STANDBY PUMPS OF THE SAME CAPACITY AS THE MAIN PUMPS SHALL BE PROVIDED. FIRE HYDRANT NETWORK • FIRE WATER RING MAIN LAID ABOVE GROUND • FIRE WATER RING MAIN LAID UNDERGROUND IF ANY , CONFORMS TO THE FOLLOWING: - RING MAIN LAID 1 MTR BELOW GROUND - IN ROAD CROSSING, RING MAIN LAID 1.2 MTR BELOW GROUND  FIRE WATER RING MAIN KEPT PRESSURISED MIN. 7KG/CM2  FIRE WATER MONITOR PROVIDED WITH INDEPENDENT ISOLATION VALVE  BETWEEN HYDRANT POINTS HOSE BOXES ARE KEPT WITH 2 NOS HOSES AND A NOZZLE OISD 144 FIRE PROTECTION FACILITIES

  • 25.  Appropriate annunciation system shall be available to ensure that all the alarms generated, both, audio and visual are reported to the plant personnel, who are authorized to take corrective action. Depending on the manning practice of the plant, the alarms both, audio and visual can be repeated at additional location to ensure corrective action is taken.  The height of the detector should not be more than 0.3 M from the mounting level.  The detectors should be located at least 0.3 mtrs. away from the potential source of leakage  The gas monitoring system shall be kept in good operating condition all the time. The minimum detectors are given below:  Storage vessels (above ground) – 1 No. top and 1 No. near bottom ROV.  LPG pump house 1 No. in pump house and 1 No. in manifold.  Filled cylinder shed - 2 No.  Valve change shed – 1 No.  Empty-cum-filling shed – 2 Nos. near carousel, 1 No. near evacuation unit tank, 1 No. weight correction unit.  TLD – one at each manifold and at ends.  Tank wagon gantry – 1 no. for every two bays or 30 m whichever is less at bottom.
