  • #3: Plans due on August 22nd, 2013 Silence since then and into that spaced solution providers stepped in. Much of the debate following the White House order had centred on whether agencies would create online stores of their free papers, or would link out to free papers elsewhere. The US National Institutes of Health (NIH), the only other federal agency with a public-access policy, had created the popular PubMed Central (PMC), a store of free-to-read manuscripts. It is sustainable and cost-effective, containing publisher spending, cutting funder overhead, and Free to funders, academic institutions and libraries, and the public. Widespread access to research is a good thing—it’s at the very core of our mission as publishers. But as we all know, coming up with a sustainable and scalable approach to delivering free public access to scholarly content reporting on funded research in the United States is easier said than done. The challenge is to develop something that works for all everyone, ensuring the reliable reporting, review, dissemination and long-term availability of research literature.
