‘Every Child Matters (ECM) is a UK government
initiative for England and Wales, that was launched
in 2003, at least partly in response to the death of
Victoria Climbié. It is one of the most important
policy initiatives and development programmes in
relation to children and children's services of the
last decade, and has been described as a "sea
change" to the children and families agenda. It has
been the title of three UK government papers, lead-
ing to the Children Act 2004. Every Child Matters
covers children and young adults up to the age of
19, or 24 for those with disabilities’
In honoring the life of Mrs. Beatrice Anne Welcome-
Billy, who was my mother and was affectionately
known as ‘Mummy BB’ and was fundamental in my
becoming a Child Protection Practitioner in the caring
profession of Social Work.
We are hosting this event in the continued recognition
and awareness of the ‘safeguarding’ of children and
that we as professionals ensure we work together to
plan, safeguard and promote the welfare of children
and young people.in their families throughout the
Caribbean. .
Every Child Matters in the Caribbean
We will provide an opportunity for Social
Workers, Foster Carers and for Professionals working in
the safeguarding of children from
throughout the Caribbean to be provided with multidisci-
plinary approaches and best practice guidance on enhanc-
ing multi-agency partnerships and improving
child protection provisions and services in the Caribbean.
With a commitment of working together with innovative
practitioners and policy makers to making a safe environ-
ment for children in order to offer support, guidance and
information to young people and children whom will be
our future professionals, workforce and parents.
One Step Forward support and services
This is the brain child of founder Patricia McKenzie-Thomas Director of One Step Forward
Consultancy and Director of Every Woman Inspired Conference and Expo. A qualified Social
Work Child Protection Practitioner in the UK registered with the Health and Care Professions
Council (HCPC)

INTERNATIONAL DEFINITION OF SOCIAL WORK
The social work profession promotes social change, problem
solving in human relationships and the empowerment and liberation
of people to enhance well-being. Utilizing theories of human
behavior and social systems, social work intervenes at the points
where people interact.
Established in March 2009, as a sole
proprietorship and is a registered
business with the Companies Offices
of Jamaica and Companies House of
the UK. Mrs McKenzie-Thomas has
been employed and undertaken as-
signments in various parts of the UK
including London Boroughs of
Croydon, Wandsworth, Lambeth and
Lewisham. She is also a Social Work
Practice Teacher and completed
training with the Child Development
Agency of Jamaica
ASSESSMENTS This focuses primarily on the ‘safeguarding and child protection’
issues relating to children and families. This involves providing
Social Work Assessments
Social Work Education and Training Programs for Residential
Social Workers, Social Workers, Foster Carers Teachers, and any
individual or Agency involved in the protection of children.
Assistance is provided in the application of UK Visa Application
for Family and General Visitor Visa, Spousal Settlement Visa and
Access to Child Visa
Various community based events that are held in May for Child
Month and Summer Months in the form of Fun Days, Fish Fry’s
and Bar-B-Que’s for our underprivileged children and families and
then to provide a school or nursery with assistance in the form of
educational materials.

Together with One Step Forward Consultancy, VCF aims to realise the
vision of ‘every child matters’ in Jamaica and across the Caribbean.
The International Safeguarding Children’s Conference will provide a unique oppor-
tunity for your agency or organisation to connect with up to 200 professionals who
work in a range of social work disciplines within the Ministry, Government Agencies,
Organisations and Private Sector.
The organising committee will provide the opportunity and are committed to engag-
ing with delegates through and informative program of speakers, and facilitating
networks and business opportunities for sponsors through a vibrant exhibition of
services to children and a dynamic program of social events.
