We want to support cleantech R&D collaboration
• To speed up the availability of climate change solutions
• To build capacity to ‘adopt, adapt, develop, deploy and operate technologies
for adaptation and mitigation effectively within specific local contexts’
• To effectively engage the private sector

Nevertheless, a UN Conference on Trade and Development (UNCTAD, 2004) study
on the measures used by industrialized countries to facilitate technology transfer
to developing countries found that:
Although several countries have adopted measures that facilitate technology
innovation and transfer, “overall, the existing home-country programs are
fragmented, insufficient and narrow in coverage” and concluded that “there is
still a vast scope for further efforts”.
The study did not provide any guidelines regarding where future efforts should
be concentrated.

Time to research !
We studied the performance of over 100 local SME’s in the cleantech sector,
performing in-depth analysis of 45 SME’s, interviewing 20 market leading
financial services firms.
We identified the market failures where government intervention could increase
exports of water, agriculture and renewable energy technologies to developing
countries

Four primary market failures were found that could account for the dearth of
Israeli technology exports
1. A lack of information regarding market needs and conditions
2. A lack of appropriate instruments for financing R&D
3. Difficulties in identifying developing-country private-sector partners for
collaborative R&D, marketing, and distribution of clean technologies
4. A need for funding of beta and demonstration sites in-country

• Execution of government policy for support of industrial R&D
• Goal is not to make money but strengthen the industry
• Enable but don’t lead the market – “do no harm”
• 37 different programs to promote innovative R&D
• Providing business tutoring, tax benefits, R&D incentives, funds and
investment incentives

  • 12. international cooperation in research and technologies the evidence Nevertheless, a UN Conference on Trade and Development (UNCTAD, 2004) study on the measures used by industrialized countries to facilitate technology transfer to developing countries found that: Although several countries have adopted measures that facilitate technology innovation and transfer, “overall, the existing home-country programs are fragmented, insufficient and narrow in coverage” and concluded that “there is still a vast scope for further efforts”. We studied the performance of over 100 local SME’s in the cleantech sector, performing in-depth analysis of 45 SME’s, interviewing 20 market leading financial services firms. A lack of information regarding market needs and conditions 2. A lack of appropriate instruments for financing R&D 3. Difficulties in identifying developing-country private-sector partners for collaborative R&D, marketing, and distribution of clean technologies 4.
