1) There are two constructions that can be used with reporting verbs like say, believe, think, consider, expect and suppose in the passive voice. 2) The first uses "it" as the subject in an impersonal passive construction. The second uses the subject of the second clause or sentence. 3) When using the second subject, the reporting verb changes to the infinitive form in the second clause.
