Strategy:
➔   to control key parts of the public infrastructure, transport, energy,
    communications, and the [citizen's] welfare state infrastructure, using such
    things as Public Private Partnerships (PPP), Social Investment Funds
    (SIF), Corporate Social Responsibility or Corporate Citizen and
    Sustainable Development.
➔   Emerging social investment market + Green Bank? - the green economy?
➔   Organised mechanism to gain more power and control in the economy

    services and [citizen's] welfare state

To transfer more power

➔   Participative budgeting
➔   Big society
➔   Voluntary sector contracting
➔   Mutuals
➔   Social enterprises
This will be 'celebrated' but will only be mainstreamed if benefit a
minority. They will be 'tolerated' because, in parallel, capital is gaining
control of a far larger share of public and [citizen's] welfare state
provision. Deregulation is used to weaken unions and community
organisations, and marginalise other civil organisations.

“Big society” rhetoric is all too often heard by many
as aspirational waffle designed to conceal a deeply
damaging withdrawal of the state from its
responsibilities to the most vulnerable'

➔   Selling a sense of unity, community involvement and
    participation. “We’re all in this together” “social action” etc
➔   Selling the dream! Consumerism the smiley face of

*Real engagement and 'empowerment remain a fantasy
concept. The Coalition promotes a form of 'social action'
in which individuals, volunteers, charities, community
groups and voluntary organisations act as 'change
agents' to change individual or group behaviour and
lobby for local politics. It is far removed from
grassroots organising, education and action.

➔   PLAN- Strategy : individuals, charities etc used as 'Change
    Agents'
➔   BEHAVIOUR Changing peoples patterns of behaviour by
    promoting 'social action'
➔   ORGANISATION Look at the patterns of ownership
➔   GUIDELINES ~ Network Multi-Media ~ The Hidden Persuaders
    “Sticking to the script” “Singing from the same hymn sheet” “Learning you
    lines to play your Part” Using jokes about “elf and Safety” “The
    railways always ran late when they were Nationalised” “How many
    council workers does it take”...etcetera Changing words from Social
    Security to Welfare Benefit and the like ~ This produces a new
    common sense if you keep on saying it is common sense.
