This document provides the framework for assessing scientific literacy in PISA 2015. It defines scientific literacy as the ability to use scientific knowledge and skills to explain phenomena and address issues involving science and technology. The framework outlines three competencies measured: explaining phenomena scientifically, evaluating scientific enquiries, and interpreting scientific data and evidence. It describes the organization of the scientific literacy domain around contexts, competencies, knowledge types, and attitudes. Sample test items are also presented to illustrate the cognitive skills assessed. The framework aims to evaluate students' preparation to engage with societal situations involving science.
