We may distinguish between bilingualism & plurilingualism
Bilingualism: related to Spanish and Valencian languages. There are three programs: PEV  (program of teaching in Valencian): Aimed to valencian-speaker areas. PIL  (program of linguistic immersión): Aimed to non valencian-speaker areas. Applied in Primary and pre-primary schools. PIP  (program of progresive incorporation): Applied in Primary schools. As a minimum, it should contain the subjects Lenguage and literature in 1º curse of Primary School, and Environmental knowledge in 3º curse of  Primary school. In Secundary schools, the same programs should be continued.
Plurilingualism: introduction of, at least, one foreign language Plurilingual Pilot Program Applicable in Primary and pre-primary Education. Extended to Secundary Education
Objectives Bilingualism: To know and use in a proper way both Valencian and Spanish languages, based on respect for the student's native language. Plurilingualism: To understand and comunicate appropiately in one or more foreign languages. To improve student academic performance in all areas .  To get adequate teacher training in order to improve the teaching of foreign languages.
Implementation schedule  Bilingualism (PNL) Timing of specific targets, setting priorities based on criteria of functionality and timing . Plurilingualism From curse 2009-2010, starting with pre-primary authorized schools.
Methodology Bilingualism: PIF: teaching-learning of curriculum contents, through a second language. PNL: Integrating and inclusive methodology, aimed to change the rules of language use in the center. Plurilingualism: Language and content integration.
Teacher training The Education Department will organize training activities:  to improve the communicative competence of teachers (in collaboration with the Official Language Schools). on methodology for the implementation of multilingualism, and also integration of language and content. Chances of visits abroad and exchanges. The selected teachers will be required to assist training.
With regard to the plurilingual pilot program : Education Authorities will authorize the implementation of multilingual education programs, which will allow authorize schools to provide some of the curriculum subjects in a foreign language.  Moreover, they will provide relevant training to teachers in schools supported by public funds.  Throughout the curse, students will acquire the basic terminology of subjects in the languages of the program. Requirements for authorization: Teaching staff commitment. School Board approval . Written acceptance of families to participate in pilot program .
