services to rice processors by youth enterprises who are member of the innovation platform

TASK 3.4.1: Procurement and demonstration of three improved rice color sorters (1.5-4 ton/hr) and
two rice mills (500-750 kg/hr) for the provision of milling ($0.019/kg) and sorting ( $0.028/kg)

Strategy to ensure fairness and cost-effectiveness
Imported Equipment
• Africa Rice Procurement Unit will handle all transactions related to the
selection of in-country suppliers.
• Quotations will be accepted from suppliers that have the legal right to
operate in countries where the equipment will be installed.
• Suppliers must show proof that they have previously supplied and
installed the equipment.
• AfricaRice and relevant partners will supervise first time installation
under this project. The procurement of equipment and the labor
needed for installation will be handled by the selected supplier.
• Subsequent supply and installation of the equipment by the selected
supplier will be controlled for conformity with quality standards by
AfricaRice before payment.

Strategy to ensure fairness and cost-effectiveness
Locally Fabricated Equipment
• Africa Rice Procurement Unit will handle all transactions related to selection of
fabricators that will supply the technology.
• Quotations will be accepted from fabricators that have the legal right to operate in
countries where the equipment will be installed. Fabricators who have not received
training on the fabrication of the equipment are also encouraged to apply.
• AfricaRice and other relevant partners will visit the potential suppliers to access
their capacity to supply the equipment within the expected time frame.
• AfricaRice and relevant partners will supervise the construction of a standard
sample equipment at the site of the selected in-country supplier and its installation
at a selected innovation platform. The procurement of materials and the labor
needed for the construction of this standard equipment will be handled by the
selected supplier.
• Subsequent supply and installation of the equipment by the selected supplier will
be controlled for conformity with quality standards by AfricaRice before payment.

Expected outcomes of TAAT Post-harvest and
Processing Technology deployment
• Increased income and employment
• EX: At least 90000 actors (parboilers, millers and traders) – 30000 per country at the
end of Year 2 – benefit from improved rice sorting services and record a net increase in
income of $3.8 per beneficiary. The assumption is that each system will sort 3 ton/hour
at a cost of $28.8 per ton with an added value of $19 per ton.
• Improved health due to improved diets for poor and vulnerable people
• Ex: Improved parboiling, grading and sorting technology has generated at least 500000
tons of good quality and nutritious rice – 100000 tons per country at the end of Year 2.
• Environment sustainability improved
• Ex: Twelve parboiling sites use rice husk cook stoves for parboiling instead of wood
stoves. Reduced deforestation related to parboiling activity achieved in target sites. The
assumption is that parboilers are using 160 kg of wood to parboil a ton of paddy.

Project Kick-Off Workshop 6th - 7th September 2018 Strategy to ensure fairness and cost-effectiveness Imported Equipment • Africa Rice Procurement Unit will handle all transactions related to the selection of in-country suppliers. • Quotations will be accepted from suppliers that have the legal right to operate in countries where the equipment will be installed. • Suppliers must show proof that they have previously supplied and installed the equipment. • AfricaRice and relevant partners will supervise first time installation under this project. The procurement of equipment and the labor needed for installation will be handled by the selected supplier. • Subsequent supply and installation of the equipment by the selected supplier will be controlled for conformity with quality standards by AfricaRice before payment.

Project Kick-Off Workshop 6th - 7th September 2018 Strategy to ensure fairness and cost-effectiveness Locally Fabricated Equipment • Africa Rice Procurement Unit will handle all transactions related to selection of fabricators that will supply the technology. • Quotations will be accepted from fabricators that have the legal right to operate in countries where the equipment will be installed. Fabricators who have not received training on the fabrication of the equipment are also encouraged to apply. • AfricaRice and other relevant partners will visit the potential suppliers to access their capacity to supply the equipment within the expected time frame. • AfricaRice and relevant partners will supervise the construction of a standard sample equipment at the site of the selected in-country supplier and its installation at a selected innovation platform. The procurement of materials and the labor needed for the construction of this standard equipment will be handled by the selected supplier. • Subsequent supply and installation of the equipment by the selected supplier will be controlled for conformity with quality standards by AfricaRice before payment.

Project Kick-Off Workshop 6th - 7th September 2018 Expected outcomes of TAAT Post-harvest and Processing Technology deployment • Increased income and employment • EX: At least 90000 actors (parboilers, millers and traders) – 30000 per country at the end of Year 2 – benefit from improved rice sorting services and record a net increase in income of $3.8 per beneficiary. The assumption is that each system will sort 3 ton/hour at a cost of $28.8 per ton with an added value of $19 per ton. • Improved health due to improved diets for poor and vulnerable people • Ex: Improved parboiling, grading and sorting technology has generated at least 500000 tons of good quality and nutritious rice – 100000 tons per country at the end of Year 2. • Environment sustainability improved • Ex: Twelve parboiling sites use rice husk cook stoves for parboiling instead of wood stoves. Reduced deforestation related to parboiling activity achieved in target sites. The assumption is that parboilers are using 160 kg of wood to parboil a ton of paddy.
