Justice Patil Committee: Action Plan
7
 Allocation of Lakes to BBMP, BDA, LDA, KFD for –
 Installation of fence and laying of embankments
 Identification of unauthorized construction within the
areas of the lakes and the removal thereof
 Removal of silt and weeds
 Stoppage of flow of untreated wastewater into lakes
 Additional activities
 Survey of the lakes (Revenue Dept.)
 Water Quality monitoring (KSPCB)
 Management of sewage in the entire BBMP area
(BWSSB)
 Management of storm water (BBMP)
 Aforestation (Forests department)
What is needed?
 A strategic, coordinated and sustained scientific
approach is necessary
 Basin/ Watershed approach is required with lake
prioritization
 Lake degradation related issues need to be studied in
depth
 Use of modern tools: Math modeling, Remote sensing,
Bio-monitoring
 Innovative technologies for in-situ treatment in channels,
in-situ remediation in lakes need to be explored
 New models for “conservation finance”, institutional roles
and partnerships

 Common Vision, Guiding and Operational Principles
 Setting of Key Performance Indicators (KPIs)
 Developing a Strategic Action Plan
 Supported by policies and plans, enforcement, roll out of
programs & projects (investments), capacity building,
monitoring & assessment, reporting
 Addressing the lake eco-system as a whole in the
catchment area (surface & ground water; forests, fauna &
land resources, health and livelihoods)
 Water security addressing threats due to climate change
